Mr. Sapp has dedicated his life to education, government and military service. He has been a professor of business and management studies at the University of Maryland Global Campus Graduate School of Business for 30 years. His tenure began in 1993 when he joined the institution as an adjunct business and management studies professor. Over the next few decades, Mr. Sapp has imparted his extensive knowledge in chaos management and business writing to countless students, taking pride in their subsequent successes.

Before his academic career, Mr. Sapp had a distinguished tenure of over 25 years with the National Security Agency (NSA), an intelligence agency of the U.S. Department of Defense. His expertise in national security was also honed during his nearly three-decade-long career in the U.S. Air Force, during which he retired with the rank of colonel. Mr. Sapp's military career included significant contributions to national security and strategic planning, shaping his professional journey.

Mr. Sapp's educational background is diverse. He earned a Bachelor of Arts in English language and literature from the University of North Carolina at Chapel Hill in 1960, followed by a Doctor of Jurisprudence from the University of North Carolina in the school of law in 1962. He also received a Master of Liberal Arts in English from Johns Hopkins University in 1975 and master's degree equivalents from the Industrial College of the Armed Forces National Security Management Course in 1975 and the Air War College in 1983. Additionally, through the NSA, Mr. Sapp received certification as an intelligence analyst, computer programmer, human resources specialist, editor and budget officer.

Among other accomplishments, Mr. Sapp was general editor for five books, including "History of the Mormons in the Greater Washington Area." He also contributed to "CIA Studies in Intelligence" in 1974, co-authored "The EPLO Handbook" in 1988 and authored "Writing for Managers" in 2012. Throughout his career, Mr. Sapp has also notably published over 120 articles and stories for national and regional periodicals, spent two years as a newspaper columnist and contributed "My House" for This People magazine and The Gazette newspaper chain.

Mr. Sapp is an active member of several professional organizations, including the Society for Human Resource Management, the J. Reuben Clark Law Society and the American Political Science Association. Civically, he is active in the Association of Latter-day Saint Counselors and Psychotherapists and a member of the Church of Jesus Christ of Latter-day Saints.

Throughout his career, Mr. Sapp has been recognized with numerous awards, including a Teaching Innovation Grant in 1994, the Stanley Drazek Teaching Excellence Award in 2002, several nominations for the Board of Regents Outstanding Educator Award in 2003 and a Teaching Recognition Award in 2006. In honor of his military service, he was decorated with a Legion of Merit from the U.S. Air Force.
