Mrs. Carlino-Webster is a special agent with the California Department of Justice, where she has served since 2021. Assigned to the Organized Retail Criminal Enterprise team, she investigates large-scale retail theft cases. Her expertise in law enforcement is evident through her significant contributions and achievements in the field, having been honored with the Attorney General Team Award in 2023. In her role as a special agent, Mrs. Carlino-Webster conducts complex criminal investigations into organized retail criminal enterprises and maintains responsibility for drafting and seeking authorization for judicial search warrants, coordinating investigations with local, state and federal law enforcement agencies, and organizing, leading and participating in arrest, search and surveillance operations.

Previously, Mrs. Carlino-Webster was an investigator with the Health Quality Investigation Unit of the California Department of Consumer Affairs, where she conducted complex administrative, criminal and civil investigations of physicians, surgeons and allied health care professionals. Notably, she closed five cases in her first year alone, with the agency average of fewer than three cases. Her career in law enforcement began as a sheriff's deputy with the Bernalillo County Sheriff's Department in Albuquerque, New Mexico, where she served for eight years, beginning in 2011. Remaining with the department until 2019, she also served as a detective in the Violent Crimes Division and property and white-collar crimes. During her tenure, she was instrumental in capturing a serial burglar in Albuquerque, securing a full confession and recovering stolen jewelry and sentimental possessions.

Mrs. Carlino-Webster's academic background has been instrumental in her professional success. She holds a Bachelor of Science in exercise science from the University of New Mexico and a master's degree in public safety leadership from Capella University, graduating summa cum laude. Additionally, she completed coursework at the sheriff's academy, receiving the Top Academic Award, and holds several certifications, including a California Commission on Peace Officer Standards and Training Advanced Certification and an Advanced Law Enforcement Certification with the State of New Mexico. Impressively, Mrs. Carlino-Webster developed accredited advanced training courses, has been a frequent presenter and guest speaker at various conferences, and completed over 1,800 hours of advanced training to supplement her professional expertise.

To remain abreast of developments in the industry, Mrs. Carlino-Webster is a member of the California State Law Enforcement Association, the Peace Officer Research Association of California and the California Narcotics Officers Association. Throughout her career, she has been recognized for her outstanding performance, receiving numerous commendation letters from the sheriff's department. Her commitment to increasing the representation of women in law enforcement is evident through her work and advocacy. She believes that women bring unique and valuable contributions to the field and that their presence is essential in inspiring younger generations to pursue similar careers. She is also involved with organizations such as the Concerns of Police Survivors Southern California chapter, where she serves as a law enforcement liaison. Mrs. Carlino-Webster's husband, Officer Daniel Webster of the Albuquerque Police Department, was murdered in the line of duty, passing away on October 29, 2015. Her path through grief and growth enabled her to push forward in the law enforcement community despite such tragedy. This role allows her to support the families of fallen officers and contribute to the broader law enforcement community. She recently spoke at the Riverside Police Law Enforcement Memorial in 2023 and 2024.

Mrs. Carlino-Webster attributes her success to her unwavering passion for law enforcement and the values instilled by her late father and late husband. Despite facing significant challenges in her career and life, she remains committed to her work. Her resilience and dedication continue to drive her forward as she strives to make a meaningful difference in others' lives. Outside of her career, Mrs. Carlino-Webster enjoys cooking, attending the gym, weightlifting, kickboxing and playing with her dogs. She is also a devoted stepmother who enjoys spending time with her family.

Looking ahead, Mrs. Carlino-Webster aims to advance to a supervisory role where she can lead and develop a team. She is eager to implement her leadership vision and provide the support and guidance she desired in her previous roles, aspiring to progress further into a special unit charge position.
