With a career dedicated to public service and economic development, Mr. McGuire currently serves as the city administrator and executive director of economic development for the city of Clyde. Since stepping into this role in 2021, he has been instrumental in developing long and short-range plans with input from various stakeholders, including the city council, community organizations, private citizens, department heads and officials from other governmental entities.
His responsibilities include consulting with and directing department directors to solve administrative problems, ensuring compliance with federal, state and city laws, and making recommendations to address non-compliance issues. Additionally, he develops and implements new ordinances to enhance existing regulations and advises the city council on financial matters.
Prior to his current position, Mr. McGuire had a respectable 35-year tenure in the U.S. Army, during which he held various leadership roles that honed his skills in strategic planning, emergency management and organizational leadership. Prior to retiring from military service, he served as the deputy commander of the 21st Theater Sustainment Command: Area Support Group - Balkans. Before that, he was the executive officer at Fort Lee Garrison and director of emergency services at Fort Hunter Liggett, Parks Reserve Forces Training Area.
Mr. McGuire's educational background includes a Master of Arts in executive leadership from Liberty University and a Bachelor of Science in management from Bellevue University. He has also earned several certifications that have bolstered his expertise in leadership and management. These include a certification in executive leadership and management from Mendoza College of Business at the University of Notre Dame, a basic economic development course from TEDC, and numerous emergency management certifications.
Throughout his career, Mr. McGuire has been actively involved in industry-related organizations. He has served as president of Chapter 252 of the Federal Managers Association and was a member of the board of directors for the Federal and Military Section of the International Association of Fire Chiefs. He is also affiliated with the International City/County Management Association (ICMA), the American Association of Municipal Executives and the Texas City Management Association.
Mr. McGuire's commitment to civic engagement is evident through his involvement with organizations such as the Wounded Warrior Project and Tunnel to Towers Foundation. His exemplary service has been recognized with numerous awards, including three Army Achievement Medals for Civilian Service, three Commanders Awards for Civilian Service, two Meritorious Civilian Service Medals, Superior Civilian Service Medal, Armed Forces Civilian Service Medal and Armed Forces Humanitarian Assistance Medal. He has also been honored as a Dean's List Scholar.
Outside of his professional life, Mr. McGuire is an avid reader and enjoys playing golf. He is a devoted husband and looks forward to continuing his efforts to make a positive impact on communities. In addition to his ongoing contributions to the city of Clyde, he aims to extend his influence to larger communities in the future. He is also considering venturing into online teaching at the university level to share his wealth of knowledge and expertise with aspiring leaders. For now, he remains committed to mentoring his team and upholding strong moral values while embracing his role with confidence and integrity.
