During his tenure, he also taught as an adjunct professor at Georgetown University in 1976, imparting his knowledge of securities law to aspiring legal professionals from 1980 to 1985. Mr. Spencer became a partner at the international law firm of Gibson, Dunn & Crutcher LLP between 1983 and 1994, where he provided excellent client services, specialized in corporate law and securities regulation and handled numerous complex legal matters. In 1994, Mr. Spencer became executive vice president and general counsel for Prudential Securities Group, where he provided strategic legal counsel and oversight.
A graduate of two prestigious institutions, Mr. Spencer received a Bachelor of Arts in philosophy from Princeton University in 1965 and a Doctor of Jurisprudence from Yale University in 1969.
Mr. Spencer's civic involvement includes serving as an officer of the Arthur D. Dana Foundation, which supports a variety of charitable organizations. He is also engaged in education. He was a trustee of Randolph-Macon College between 1998 and 2021, serving as secretary of the board from 2014 to 2019 and vice chair of the board from 2019 to 2021. Furthermore, Mr. Spencer has served on advisory boards at the University of California, the University of Southern California, and Northwestern University. He has served on the boards of the Salisbury School and the Hewitt School.
As an author, Mr. Spencer has made significant contributions to legal literature with works such as "Regulation of International Securities Markets: Towards a Greater Cooperation" and several other publications that have influenced the field of securities regulation.
Mr. Spencer's contributions have been recognized with numerous awards, including an honorary trustee emeritus designation from Randolph-Macon College and a Distinguished Service Award from the Securities and Exchange Commission. The president of the U.S. also honored him with the rank of Distinguished Executive, and Randolph-Macon College recognized him with an Honorary Doctor of Laws.
