Mr. Coughlin, an accomplished program manager with Southwest Range Services, has dedicated more than 35 years to his profession. He currently oversees the Mission Support Services contract at White Sands Missile Range, managing a contract valued over $445 million and 330 employees. His responsibilities include the daily operations of testing weapon systems for the Department of Defense and coordinating testing for the United States Army, Navy and Air Force.
Prior to his current role, Mr. Coughlin was the operations manager from 2020 to 2024 and the business manager concurrently from 2021 to 2024 within the same organization. Before these appointments, his tenure at TRAX International saw him as the operations manager of field services from 2011 to 2020 and the IT and communications manager from 2010 to 2011. He began his career in 1988 at White Sands Missile Range working for DynCorp as a Telemetry Engineer.
Throughout his career, Mr. Coughlin has been recognized for his management expertise. He is most proud of his work in developing the Open Book real-time financial reporting system for the government in 2000. This system provided crucial financial information to key decision-makers in real-time. He is also proud to be an esteemed member of the Project Management Institute Inc. and the International Test and Evaluation Association.
Mr. Coughlin's educational background includes a Master of Business Administration from New Mexico State University in 2008 and a Bachelor of Science in electrical engineering from The University of New Mexico in 1987. His certifications include Security+ CE from CompTIA Inc. in 2015, Project Management Professional from Project Management Institute Inc. in 2013 and Microsoft Certified Systems Engineer in 1999. He attributes much of his success to his unwavering commitment to learning and also leading teams that get proven results in both sports and the workplace.
In addition to his professional accomplishments, Mr. Coughlin has been actively involved in civic organizations. He served as the league president while coaching both youth and high school hockey teams in Las Cruces, New Mexico. He also served as the president of a nonprofit organization whose mission was to raise funds to support families in crisis or suffering catastrophic loss from natural disasters.
Outside his professional life, Mr. Coughlin enjoys spending time outdoors, training for Spartan races, hiking and exploring the wilderness. He also values time with his family and traveling with them to new and exciting destinations. Looking ahead, he is determined to learn new technologies that'll contribute to supporting the testing of weapon defense systems for the military while cultivating a strong, diverse workforce. His mission is to continue supporting the DoD that ultimately contributes to saving the lives of the young men and women serving our country and preserving our way of life.
