Leveraging her previous success, Dr. Farquhar was the vice president of quality, research and measurement at URAC from 2011 to 2019. During her tenure, she played a pivotal role in enhancing performance measures and ensuring high standards in health care services. Between 2008 and 2011, she garnered success as the vice president of performance measures at The National Quality Forum, where she contributed to establishing consensus on performance measures used in programs such as Medicare and Medicaid.
Dr. Farquhar's history in this sector also included significant contributions to the Agency for Healthcare Research and Quality. As a senior advisor for the Quality Indicators Initiative from 2005 to 2008 and a health scientist administrator between 2003 and 2005, she was instrumental in developing performance measures and surveys. Dr. Farquhar also completed an internship, during which time she contributed to the development of the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) survey.
Before her work at the Agency for Healthcare Research and Quality, Dr. Farquhar spent over eight years at the American College of Radiology from 1991 to 1999, where she focused on accreditation and served as a liaison with federal entities. Her efforts were crucial in establishing standards for mammography accreditation, which became a national initiative under the U.S. Food and Drug Administration. Earlier in her career, Dr. Farquhar worked in a hospital as a nurse, primarily in medical-surgical nursing before transitioning to the intensive care and critical care setting. Subsequently, she held various roles, including director of nursing for a temporary and home health agency.
Dr. Farquhar is highly educated. She received a Master of Science in Nursing Administration from George Mason University in 1991 and a Doctor of Philosophy in Public Administration and Public Policy from Virginia Polytechnic Institute and State University in 2008. Additionally, Dr. Farquhar holds certifications as a Project Management Professional from Project Management Institute and as a Six Sigma black belt from Villanova University. These credentials have been instrumental in her ability to lead complex projects and initiatives throughout her career.
Active in her professional community, Dr. Farquhar is a member of the Project Management Institute Inc., the American Nurses Association, the Virginia Nurses Association, the National Quality Forum Leadership Consortium, and the American Society for Quality.
