Amber J. Liggett, MSEM, is a noteworthy science communicator, meteorologist, emergency manager, entrepreneur and expert communications analyst at Groundswell



    PITTSBURGH, PA, November 26, 2024 /24-7PressRelease/ -- Amber J. Liggett, MSEM, has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Ms. Liggett is a communications analyst at Groundswell, a federal contracting company, and works at the National Oceanic & Atmospheric Administration (NOAA) in Silver Spring, Maryland. She has been instrumental in branding the NOAA Climate Program Office (CPO) and enhancing climate literacy since 2022. In her role at CPO, she develops stories and announcements about funding opportunities, collaborates with NOAA leadership and communicators across the agency, and promotes CPO's work to U.S. Congress and legislators. Ms. Liggett's expertise in science communication and public affairs is evident in her ability to engage with the public, a skill she has honed throughout her career.

In addition to her work at NOAA, Ms. Liggett garnered experience in the classroom as an instructor at the University of Pittsburgh in 2023, where she shared her knowledge and passion for earth science communication with students in the Osher Lifelong Learning Institute. From 2020 to 2022, she was a public information officer at the Pennsylvania Department of Health, where she played a crucial role in disseminating vital health information to the public. Ms. Liggett's earlier experience includes working as a graduate assistant between 2018 and 2020 and leading the university's effort to earn its StormReady® certification through the National Weather Service.

Ms. Liggett's career began with significant opportunities that shaped her path. She participated in the National Weather Center Research Experience for Undergraduates program at the University of Oklahoma in 2015. Subsequently, she excelled as a protege in the Significant Opportunities in Atmospheric Research and Science program at the University Corporation for Atmospheric Research in 2016 and 2018. During this time, she was also a 2016 to 2018 NOAA Hollings Scholar. In 2018, Ms. Liggett interned at WGAL-TV, gaining valuable experience in broadcast meteorology. She continued progressing, earning the role of broadcast meteorologist at ABC27 WHTM-TV from 2018 to 2021.

In preparation for her career, Ms. Liggett received a Bachelor of Science in meteorology, a minor in mathematics, and a Master of Science in emergency management from Millersville University in 2018 and 2020, respectively. Her academic achievements have been pivotal in her success, providing a solid foundation for her work in emergency preparedness and earth, atmospheric and climate science communication.

Ms. Liggett's dedication to her fields is further demonstrated by her involvement with industry-related organizations. She has been an active member of the American Meteorological Society (AMS) since she was a high school senior in 2014. One of her current volunteer roles at AMS is with the committee on emergency management since 2019. She is also a member of the International Association of Emergency Managers where she served on the Diversity Committee from 2019 to 2022 and the National Weather Association, where she served as a student representative on the Board of Directors from 2018 to 2020.

Beyond her scientific endeavors, Ms. Liggett is the founder and CEO of the internationally award-winning business Amber's Amazing Animal Balloons. Since 2005, beginning at the age of nine, she has been entertaining diverse audiences at private and public events through balloon artistry and other services, as well as delivering public speaking engagements and teaching courses on balloon art and entrepreneurship. As a meteorologist and balloon artist, she also incorporates the arts into S.T.E.M., also known as S.T.E.A.M., by using balloons to illustrate weather instruments and other phenomena at outreach events. Ms. Liggett's entrepreneurial accomplishments have been recognized with several awards, including receiving the Black Enterprise Entrepreneur of the Year award in 2012 and being named a Young Futurist by The Washington Post in 2013. She was also honored as the Network for Teaching Entrepreneurship's Global Young Entrepreneur of the Year.

As she prepares for the future, Ms. Liggett aims to better comprehend community risk perceptions of natural hazards. She plans to bridge gaps between weather experts, emergency managers, local officials and the public to enhance understanding of risk perception and actionable hazard safety messaging.
