Serving with distinction as a sergeant and infantry team leader in the United States Marine Corps from 1999 to 2007, Mr. Bogue completed his military service and also earned a Master of Science in higher education administration and policy studies from the University of Tennessee, Knoxville in 2006. A lengthy tenure with the United States Department of Veterans Affairs included working as a senior analyst of strategy and legislative development, senior chief for GI Bill public relations and digital engagement, and acting assistant director for oversight and outreach. He first established meaningful brand recognition for veterans during these years, leading to collaborative efforts with many companies for programs and events as well as improving communications between businesses and the military community. Realizing there was a chance to make a significant difference in both realms, he founded Evocati Public Relations in 2018.
A prolific writer, Mr. Bogue has aided in the publication of multiple scholarly works on the military, its veterans and student successes, including contributing to "A Report on the Academic Success of Student Veterans Using the Post-9/11 GI Bill" in NVEST – Student Veterans of America in 2017 and authoring "Called to Lead: Discovering the Connections Between Military Service and Higher Education," published by the Center for a New American Security in 2020.
Among his career accomplishments, Mr. Bogue is particularly proud of two major milestones. During his tenure at the Department of Veterans Affairs, he played a critical part in the successful implementation of the Post-9/11 GI Bill that became the biggest expansion of federal education benefits for veterans since World War II. Furthermore, in his time at Student Veterans of America, he led a grassroots campaign to establish the Forever GI Bill, which changed the GI Bill from expiring after 15 years to becoming a lifetime benefit. As a result of this successful advocacy, veterans can now pursue an education at any time in their lives.
Known for his contributions as a civic-minded citizen, Mr. Bogue is involved with a number of industry-related organizations. He has served as the vice president of public relations and chapter engagement for Student Veterans of America, an executive board member for The Paradigm Switch, is a scholar with The George W. Bush Stand-To Veteran Leadership program, and a sitting outreach committee member for Easterseals DC MD VA.
To commemorate his accomplishments, Mr. Bogue has received several awards both for his military service and his public relations endeavors. The United States Marine Corps awarded him the Lima Company Marine of the Year in 2003 and the Meritorious Mast and Combat Action Ribbon in 2004. He was later named the winner of Oracle's Advancements in the Customer Experience Award for the Social Experience in 2011 and his firm was a finalist for public relations campaign of the year at PR Daily's Nonprofit Communication Awards in 2024.
