Dr. Dunigan is a distinguished expert in military privatization, post-traumatic stress disorder in private contractors and national security topics. She has made significant contributions to the fields of political science and defense policy, and she currently serves as the research program director for the Strategy, Doctrine and Resources Program at RAND's Army Research Division, a position she has held since 2022. In this capacity, Dr. Dunigan oversees a portfolio of approximately $12 million annually, manages research projects for the Army and conducts data-driven research to inform national security decision-making and enhance military effectiveness.

Dr. Dunigan's tenure at RAND is marked by a series of key roles. She joined the firm in 2006 as a summer associate and by 2016 progressed to the rank of senior political scientist. Her expertise in national security topics has been pivotal in her work, and she has authored numerous reports and articles focusing on military privatization, strategic competition, counterinsurgency, and other national security topics. Before accepting her current appointment, Dr. Dunigan excelled as the associate director of the International Security and Defense Policy Center at RAND's National Security Research Division from 2021 to 2022, and as the associate director of the RAND Defense and Political Sciences Department from 2016-2020.

Before joining RAND Corporation, Dr. Dunigan was a Jennings Randolph Peace Fellow at the U.S. Institute of Peace from 2007 to 2008. The U.S. Department of State awarded her a foreign language area studies fellowship in 2004, and she served as a Herbert Scoville Jr. Peace Fellow at Physicians for Social Responsibility from 2002 to 2003. Dr. Dunigan's initial foray into public service began with positions as a press assistant and legislative intern for Senator Daniel Patrick Moynihan from 1996 to 1997.

Dr. Dunigan has held a concurrent position as a senior lecturer at the Carnegie Mellon Institute for Strategy and Technology at Carnegie Mellon University since 2014. Her academic accomplishments are foundational to her teaching and include a Bachelor of Arts in political science and economics from Vassar College, which she earned in 2002, and a PhD in government, international relations and military studies from Cornell University, which she proudly completed in 2008. Dr. Dunigan attributes her success to the unwavering support of her family and her dedication to promoting international stability and peace.

Dr. Dunigan's most notable career achievement is the publication of her book "Victory for Hire," disseminated by Stanford University Press in 2008. The text is based on her doctoral dissertation and explores the military effectiveness of private security companies. Notably, Dr. Dunigan's volume has received acclaim from prominent figures such as former National Security Advisor H.R. McMaster.
