Mr. Rubin is an independent special needs consultant with Noran Technical Consultants, where he has been providing individual client support since 1998. Additionally, he serves a leading role as the president of Noran Technical Consultants, a company he founded over 40 years ago. His expertise spans circuit and system design, sonar, radar, secure data and voice transmission, power conversion and biomedical instrumentation.
Mr. Rubin's career began in radar and sonar technology from 1963 to 1978. During this period, he worked on state-of-the-art systems, including the AN/SQS-26 sonar system, for the U.S. Navy while at EDO in College Point, Queens, NY and the AN/PPS-4 and AN/PPS-5 radar systems while at General Atronics in Cheltenham, PA. His innovative approach led to developing a special test set that successfully identified failing components, significantly improving the reliability of the AN/SQS-26/BX Sonar System.
In 1966, Mr. Rubin joined Norden's Telemedics Department, in Trevose, PA, where he pioneered the world's first wireless EKG monitoring system. Although the department relocated to Connecticut a year later, he continued his groundbreaking work at General Atronics. There, Mr. Rubin led a team that advanced technology crucial for the development of cell phones by miniaturizing large circuits onto integrated circuit chips.
From 1981 to 1994, Mr. Rubin focused on electrostatic equipment design through Noran Technical Consultants. Concurrently, he served as the vice president of Electro-Tech Systems (ETS) between 1985 and 1994, designing several significant products and completing unfinished projects. Mr. Rubin's tenure at ETS saw him travel extensively to deliver equipment and provide tutorials.
In 1995, Mr. Rubin transitioned into the special needs field by establishing the Squier Assistive Technology Center at Woods Services in Langhorne, Pennsylvania, where he served as its director and lead designer. Over his decade-long directorship until 2006, he implemented technology that significantly improved the lives of nearly 20,000 individuals with special needs.
Mr. Rubin was in the ROTC at the City College of New York and ultimately earned a Bachelor of Science in electrical engineering in 1963. Subsequently, he took masters level courses at New York University, then, after moving with his family to Bucks County, PA, in 1966, continued his higher level education in electrical engineering at Drexel University in Philadelphia. He also taught electronics at Spring Garden in 1970 after it relocated to Cheltenham, PA. His early interest in electronics was sparked by a U.S. Army training manual given to him when he was 11, leading him to build kits and amplifiers and eventually pursue a career in electrical engineering.
Mr. Rubin was actively involved in civic organizations, such as Saving Trees at Churchville Nature Center, and was Vice President of the Tri-Hampton Millcrest Watershed Association.
Throughout his career, Mr. Rubin has achieved numerous milestones, including leading the team that designed the voice communication system for the NASA space shuttle and contributing to the Boeing 757 and 767 aircraft programs by designing highly stable circuits used in flight tests. He also worked on the Orbiting Astronomical Observatory program in the 1960s, which paved the way for the Hubble telescope. Moreover, Mr. Rubin acquired a U.S. patent for the first automobile intrusion alarm system and invented the Wonder Weeder, a unique multi-purpose garden tool.
As an expert in his field, Mr. Rubin has contributed various papers and presentations on electrostatics. He also authored "My Life: Fact Is Stranger Than Fiction" in 2023, comprising a collection of 50 unique memoirs. He is currently writing his autobiography, "An Incredible Life," which explores his ancestry and diverse experiences.
