PARIS, FRANCE, December 20, 2024 /24-7PressRelease/ -- Ann Cabell Baskervill has been inducted into Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
Ms. Baskervill has established a distinguished career in law, marked by her dedication to public service and community representation. Most recently, she excelled as the Commonwealth's Attorney for Dinwiddie County in Dinwiddie, Virginia, where she was the chief elected prosecutor between 2014 and 2023. During her tenure, she directly prosecuted or directly supervised the prosecution of over 4,000 felony criminal offenses and over 35,000 misdemeanor criminal offenses, many of which garnered frequent media attention by CNN, CBS, NBC, ABC and NPR. She has also been covered by such prominent media outlets as The Washington Post, The New York Times and the Richmond Times-Dispatch. In 2024, she was named among USA Today's Women of the Year for her unwavering commitment to justice and exceptional legal prowess.
Ms. Baskervill is notable for her prosecution of Commonwealth v. Brown in 2016, a successful capital murder prosecution for the killing of Virginia State Trooper Junius Walker in the line of duty, which resulted in a conviction and multiple life sentences. In addition, in March 2023, she was responsible for filing homicide charges against law enforcement officers for the killing of 28-year-old Irvo Otieno of Henrico County at Central State Hospital, earning Ms. Baskervill public commendation from civil rights attorneys and leaders, as well as meaningful legislative change regarding mental illness and public custody – all without any prosecutorial support staff at the time of filing. Among many other achievements, Ms. Baskervill was instrumental in establishing the Dinwiddie County Multi-Disciplinary Team for Child Sexual Assault and Child Abuse and the Dinwiddie County Sexual Assault Response Team.
Ms. Baskervill's tenure with Dinwiddie County was preceded by seven years as an Assistant Commonwealth's Attorney in Richmond, Virginia, between 2006 and 2013, where she was assigned to both the Gang Special Prosecution Team and the Narcotics Special Prosecution Team. During this time, she prosecuted to conclusion several hundred cases involving drug distribution and possession with intent to distribute, leading to her recognition as a "Heroin Heroine" by Style Weekly Magazine in September 2009 following the historic jury verdict in Commonwealth v. Edward Baker. Likewise, Ms. Baskervill earned Meritorious Service to Law Enforcement awards from the Richmond Police Department in 2009, 2010 and 2013.
Highly educated, Ms. Baskervill graduated summa cum laude with a Bachelor of Arts in public policy from Washington and Lee University in 2001 and completed a Doctor of Jurisprudence at the University of Virginia School of Law in 2005, where she was honored with several Pro Bono Service Awards. Currently, she is pursuing a master's degree in international governance and diplomacy, with a concentration in global risk, at Sciences Po, the Paris School of International Affairs, in France. Ms. Baskervill was wholly influenced to enter the field of public service by her familial upbringing, citing her parents – both of whom have worked in the criminal justice system – as resounding inspirations. Following her collegiate education, Ms. Baskervill was motivated to pivot her interests to criminal law and prosecution, with a particular emphasis on the intersection of criminal law and mental health.
Outside of her vocational pursuits, Ms. Baskervill cultivates her passion for learning by visiting museums and reading about economics, politics and foreign policy. She is also a supporting member of both the Virginia Holocaust Museum and the Montreal Museum of Fine Arts. Looking toward the future, Ms. Baskervill plans to become a global prosecutor with aspirations of working in Congress, and she will pursue an executive role through which she can effectively serve her community.
