Having begun his career with the U.S. Department of Health and Human Services (HHS) over 20 years ago, Mr. Egbert was hired in 2004 as an education specialist. He later advanced to become a human capital strategist and branch chief of human capital strategy from 2018 to 2024. Mr. Egbert's contributions in these roles were instrumental in shaping the department's approach to workforce management, development, and engagement.
Before joining the federal government, Mr. Egbert gained valuable experience as an independent contractor supporting USAID and the U.S. Department of Defense in Washington, D.C., from 2003 to 2004. He is also recognized as the former director of training and development for dental at UnitedHealth Group in Bethesda, Maryland, between 1998 and 2003.
Mr. Egbert's professional journey began with an apprenticeship as a builder carpenter mason from 1973 to 1976. Wanting to expand his career horizons, he enlisted in the U.S Air Force and served five and half years in the aircraft ground support career field. After honorably discharged from the USAF he held positions as an electro-mechanical technician at Hertz/Penski Truck Lease and a General Motor Dealership in 1982. Finding that he was called to continue in public service, he then rejoined military service in the U.S. Air Force, where he spent the next 15 years in various roles, including aerospace ground equipment mechanic, flightline operations manager, recruiter, flightline maintenance production manager, and master instructor and facilitator in total quality management.
Highly educated, Mr. Egbert holds an Associate of Applied Science in aerospace ground equipment technology from the Community College of the Air Force in 1989, an Associate of Arts in general studies from Southern New Hampshire University in 1990, a Bachelor of Arts in psychology from North Carolina Wesleyan University in 1993 and a Master of Arts in human sciences from Hood College in 2009.
Mr. Egbert has also pursued numerous certifications that have bolstered his professional capabilities. These include completing the executive development program at Singularity University, graduating from the MIT Presencing Institute Theory U and Social Presencing Theater advanced practitioner programs, and obtaining a professional coach certification from the U.S. Department of Health and Human Services in 2023. Earlier, Mr. Egbert received a diversity inclusion equity in the workplace certification from the University of South Florida and, among other things, a human capital strategist certification.
In addition to his professional achievements, Mr. Egbert is actively involved in civic activities such as serving on a Board of a Baltimore City resident's association, and serving as a Council Member with a focus on community outreach with the Zion Lutheran Church of the City of Baltimore. His dedication to community service complements his professional endeavors.
Throughout his career, Mr. Egbert has been recognized with several awards, including being named a Malcolm Baldrige National Quality Award Criteria Examiner by the U.S. Air Force in 1994. Given his in depth insight and experience in organizational workforce engagement, in 2014 he was invited to the White House as a keynote speaker at an Engagement Forum for top federal government leaders. He has also received accolades for his advertising programs and service contributions.
