Mr. Allen, a distinguished expert in land use planning, has dedicated several years to shaping communities through his extensive career in urban development. Currently serving as the community development director for the city of El Segundo, California since 2021, he plays a pivotal role in collaborating with developers and community members to envision and implement policies that enhance the city's landscape. His responsibilities include overseeing a team of professionals across various disciplines such as city planning, building and safety, code enforcement and housing. His ability to build cohesive teams and guide them toward common goals is a testament to his leadership skills, which he considers among his most significant achievements.

Prior to his current role, Mr. Allen was the planning manager for the current planning division in the city of Culver City from 2017 to 2021. During this time, he honed his skills in policy adoption and project development, further solidifying his reputation as a leader in urban planning. Before joining Culver City, he served as the community developer manager for the city of Cudahy from 2016 until 2017 and as the acting director of community development and community services between 2014 and 2016. His tenure in Cudahy was marked by significant contributions to community engagement and local development initiatives.

Mr. Allen began his career while obtaining his undergraduate degree as a planning technician for the cities of Pomona, and once graduated provided contract planning services in the city of South El Monte and the city of Lynwood. These early experiences laid the groundwork for his expertise in urban and regional planning. Throughout his career, he has been an active member of several industry-related organizations, including the American Planning Association, California Association of Code Enforcement Officers, the Golden Key International Honour Society, Municipal Management Association of Southern California, and the International City/County Management Association.

Instrumental in Mr. Allen's professional success was his academic background. He earned a Bachelor of Science in urban and regional planning from California State Polytechnic University, Pomona, in 2006, followed by a Master of Arts in organizational management with an emphasis in public administration from Ashford University (now the University of Arizona Global Campus), obtained in 2012.

Reflecting on his career, Mr. Allen credits his success to the foundational influence of his parents, who instilled in him the importance of community engagement and local contribution. In 2020, he became AICP certified by the American Institute of Certified Planners under the American Planning Association, further exemplifying his industry expertise.

Beyond his professional endeavors, Mr. Allen's commitment to civic engagement is evident through his long-standing involvement with the California Association of Student Councils, where he served on staff since 1999 and was a program director from 2006 to 2012. During this time, the organization presented him with two accolades: the Exemplary Service Award in 2006 and the Floyd Honn Award in 2005. He has received recognition for his contributions to receiving the Most Business Friendly City Award from the Los Angeles County Economic Development Corporation in 2022, and named as a finalist in 2024.
