Drawing on years of professional experience in law and education, Dr. Fulkerson excels as an adjunct professor teaching homeland security law at The University of Mississippi. Similarly, he is an emeritus professor at Southeast Missouri State University, where he began as an assistant professor in 2003 and retired as a full professor in 2018. Over the years, he has gained valuable legal expertise as an attorney in Paragould, Arkansas, a special associate justice in the Supreme Court of Arkansas, a deputy prosecuting attorney in Greene County, Greene Cunty District Court judge, and an Arkansas Judicial Discipline Commission member. Similarly, Dr. Fulkerson has leveraged his expertise as an associate editor for the University of Arkansas' Law Review and as a presenter at various conferences, including the Oxford Roundtable on Criminal Law and Policy, the Southern Criminal Justice Association, and the Academy of Criminal Justice Sciences' annual meeting.

Due to his vast knowledge, Dr. Fulkerson has also published multiple book chapters and peer-reviewed journal articles. In addition to authoring the chapter "Why We Need the Death Penalty and What We Need to Do to Keep It" in the Routledge Handbook on Capital Punishment, he co-wrote articles such as "Understanding Success and Non-Success in the Drug Court" and "Victimless Prosecution of Domestic Violence in the Wake of Crawford v. Washington."

An expert in his field, Dr. Fulkerson holds a Bachelor of Arts in history and a Master of Arts in sociology from Arkansas State University, a JD from the University of Arkansas, and a PhD in criminology from the University of Portsmouth's Institute of Criminal Justice Studies. Driven to remain abreast of changes in the field, he aligns himself with the Arkansas District Judges Council, the Academy of Criminal Justice Sciences, the Arkansas Bar Association, the American Judges Association, and the Southern Criminal Justice Association. In conjunction with his work, Dr. Fulkerson also contributes to the Collins Theatre Foundation as chairman of the board of directors. He also served on the Arkansas PBS Commission from 2010-2018.

In recognition of his outstanding achievements, Dr. Fulkerson has been honored with several Research Awards, Service Awards, and the Department and College Research Awards through Southeast Missouri State University. Likewise, he earned an Award of Merit from the Green County Bar Association, and a Legion of Honor Award through the Kiwanis Club of Paragould. Eagle Scout Andrew Fulkerson also earned, as a lon-time adult volunteer, the District Award of Merit and the Silver Beaver Award from the Eastern Arkansas Area Council of the Boy Scouts of America. While his career has been filled with highlights, Dr. Fulkerson takes the most pride in co-authoring "The Dark and Evil World of Arkansas Prisons: Transformed Through Federal Court Intervention," playing keyboards in rock and blues bands for 50 years, including appearing on stage with BB King, and soloing in an airplane at 16 years old, and later earning a private pilot's license, celebrating receiving his PhD in criminology in 2004 by climbing Mt. Ranier, and being married to the same woman for 50 years.

Though hard work and dedication have brought him far in his career, Dr. Fulkerson credits his success to his tireless perseverance, drive to succeed, and his inspirations; Orris Collins, his grandfather who, in 1925 with his father, founded the Capitol Theatre that is now known as the Collins Theater. Dr. Fulkerson helped organize and has served on the Board of Directors of the Collins Theatre Foundation since 1990. He now serves as chairman of the board. In the coming years, Dr. Fulkerson intends to contribute to the success of the Historic Collins Theatre as a performing arts center.
