Since 2007, Dr. Neff has also been the director of education enrichment at the Pilgrim Rest Foundation. Her work here involves developing programs that enhance educational opportunities for elementary, middle and secondary school students and families.

Leveraging her former success, Dr. Neff spent 2018 to 2024 as the director of the children's ministry at Pilgrim Rest Baptist Church in Phoenix, where she focused on nurturing the spiritual and educational growth of young congregants. Her academic career also included a significant tenure at the University of Phoenix, where she served as a professor from 1991 to 2022 and as a certified advanced faculty member between 2011 and 2022. Dr. Neff's teaching career also included a tenure at Arizona State University, where she is now recognized as a professor emeritus. She taught on campus from 1986 to 2006. At ASU she was a teacher educator for 15 years in the Family and Human Development department.

Dr. Neff's educational background is robust, beginning with a Bachelor of Science in home economics education from Iowa State University in 1981. She also earned a Master of Education in curriculum development and counseling. Dr. Neff completed her academic pursuits with a Doctor of Teacher Education and Education Administration from Oklahoma State University in 1986. These degrees have been pivotal in her ability to train teachers effectively and develop comprehensive educational programs. In addition to her formal education, Dr. Neff holds several certifications that have enhanced her professional capabilities. She is a certified and accredited practitioner through The University of Queensland in Australia, in all levels within the Triple P framework including FearLess Triple P. Additionally, Dr. Neff has been recognized as a practitioner of the Nurturing Parenting Program since 2021.

Outside her professional life, Dr. Neff is deeply involved with civic-minded organizations, reflecting her dedication to community service and education advocacy.
