With 42 years in the transportation industry, Mr. Elshazly is an expert in his field. He has been the director of transportation for the City of Arvin, California, since 2013. In this role, he manages the Dial-a-Ride program and fixed route services. Additionally, he oversees the budget, heads the safety program and supervises a department of 25 employees. Mr. Elshazy's efforts have paid off; there has not been a single accident associated with Arvin Transit for the past 15 years, an achievement for which he has been recognized. He has also been awarded a grant from the American Trucking Association.

Prior to his tenure with Arvin Transit, Mr. Elshazly served as the director of transportation in the City of Oxnard, California, and as the transportation manager in the City of Santa Barbara, California. He holds a Master in economics from the University of Southern California and a Bachelor of Arts in economics from the American University of Cairo.

Mr. Elshazly takes particular pride in his approach as a manager and considers his ability to communicate effectively across departments one of his greatest assets. His communication skills enable him to ensure that all employees understand their roles and exactly what is expected of them. Mr. Elshazly also emphasizes the importance of treating everyone with respect and does so whether interacting with a driver, a janitor or a fellow supervisor. He believes that transitioning to electric cars is crucial for the health of the environment, which he says is suffering due to the high emissions associated with traditional vehicles.
