Dr. Garnett's achievements include leading his department to receive a 100% accreditation rating from the American Correctional Association for parole services, highlighting his commitment to excellence in correctional practices. Additionally, he holds the distinction of being the longest-serving at-will employee in the Illinois Department of Corrections, with over 20 years of dedicated service. His memberships with American Correctional Association, American Probation and Parole Association, and member of EXiT with Columbia University Justice Lab further emphasizes his commitment to advancing standards within the field.
His educational background laid the foundation for his successful career. Dr. Garnett earned a Doctorate in Public Administration from the University of Illinois at Springfield. He also holds a Master of Science in Rehabilitation Administration and Services and a Bachelor's of Arts degree in Administration of Justice from the University of Southern Illinois in Carbondale.
Dr. Garnett attributes his success to valuable guidance from mentors and divine assistance, which he believes has allowed him to maintain his position for over two decades.
