Mr. Hibben is currently the senior small business advocate/acquisition specialist with the U.S. Department of Energy (DOE) headquarters Office of Small & Disadvantaged Business Utilization, at the DOE HQ, where he has served since 1991. With a federal career spanning over 33 years, he continues to apply his breadth of expertise to connect innovators and government entities to advance Agency missions. Mr. Hibben's role includes maximizing the utilization of small businesses for federal requirements and facilitating the transfer of groundbreaking energy technologies to the private sector, toward advancing America's energy vanguard.
His federal tenure also included being selected for details at DOE HQ policy roles, including the Hearings & Appeals Office to advance his policy-shaping skills, and helping to stand up the Office of Technology Transitions where he contributed to technology transfer initiatives, ensuring that innovative solutions developed within federal laboratories reached the marketplace, to mutual gain of federal and private stakeholders. Before his present position, Mr. Hibben was also selected to head up an acquisition office at a US Navy Surface Warfare Center. Mr. Hibben's efforts remain instrumental in fostering innovation and economic growth within the small business community, including his ongoing subject matter expertise as Agency point of contact for HUBZone and Tribal firms.
Mr. Hibben's initial federal roles included being a budget analyst and a procurement analyst for the Office of Energy Efficiency and Renewable Energy at the DOE. Mr. Hibben's ongoing work with the Federal Laboratory Consortium enhances their training resources, further solidifying his reputation as a key player in technology transitions and in helping prepare workers for new technology fields. He is also sole proprietor in Maryland of 'Kenterprises', an entity advancing acoustic and instrument-construction innovations in the lutherie trade.
Mr. Hibben received bachelor's degrees in economics, French, German, linguistics and political science from the University of Maryland, Baltimore County in 1987. He was an active stockbroker, holding a Series 7 and Series 63 license until his federal tenure began. He also holds a Masters of Technology Entrepreneurship (MTE) from the University of Maryland and has completed college-preparatory coursework in sports medicine at Theodor Heuss Gymnasium, a full German-immersion school in Esslingen Germany. Consistently tapped for his experience and range of acquisition skills by peers in his field, Mr. Hibben garnered further credentials through the Federal Acquisition Certification in Contracting program, maintaining his FAC-C Level II qualifications and other procurement qualifications. His diverse academic and breadth of ongoing federal, business, and entrepreneur-advocacy interactions ensure his being conversant in multiple disciplines, enabling his ongoing discussions with other subject matter experts at every level of government and across the entire range of energy technologies.
In addition to his educational background, Mr. Hibben is a member of several industry-related organizations, including life-membership in the National Contract Management Association. He is also involved with civic-minded organizations, including the Alice Ferguson Foundation, a nonprofit that helps thousands of individuals connect with nature, where he is a life-long supporter, a former employee, and also former board member. He is also a vintage dance leader with the Folklore Society of Greater Washington and a luthier with June Apple Dulcimers, Inc. He is an Ehrenvorplattler, (now Honorary) Lead Dancer of Alt Washingtonia Schuhplattler Verein. He is also Moyaone Association (HOA) Public Affairs (MAPA) Chair (past MAPA roles include VP, Roads Chair, Secretary, and Director-at-Large) and a Greater Accokeek Civic Association member (past GACA roles include Secretary, and Director at Large). Mr. Hibben is an active congregant at (Anglican) Christ Church, in Accokeek, MD. He is schooled in French, and is bilingual from birth in English and German from his convergent Swabian and Clan Buchanan heritages.
