Mr. Gilman's journey in international law, inspired by his father and uncles who served in the United States Navy during World War II, is a testament to his dedication and passion. Graduating with a Bachelor of Science from the United States Military Academy in 1983, he served in the U.S. Army, ultimately retiring as a colonel in the Army Reserve. His thirst for knowledge led him to complete a Master of Arts at Cambridge University and a JD at the University of Connecticut, where he also served as associate editor of the Connecticut Law Review. He continued to expand his horizons, earning a Master of Laws from New York University through their night school program.

Mr. Gilman's early career began in field artillery. After graduating from law school, he became a business and tax lawyer, focusing on international transactions working in the law firm of Day Pitney LLP. He also served as an executive director at Ernst & Young LLP. He returned to active service and deployed to Iraq, where he led an international team of lawyers and worked with the Iraqi leadership, the IMF, the World Bank, and coalition governments to draft 30 laws enabling that country to transition from a planned to a market economy. During that time, he was also principal U.S. advisor to Iraq on drafting the legislation that established the Iraqi High Tribunal, the war crimes court that tried Saddam Hussein. Subsequently, he served in the United States Department of Defense Office of General Counsel, where he co-authored the Law of War Manual and was senior counsel for all DoD international armament cooperation projects, and later served as senior counsel for security cooperation and for Afghanistan-Pakistan matters. He went on to become General Counsel of the Defense Security Cooperation Agency.

Drawing on his considerable expertise, Mr. Gilman excels as the principal of Gilman Law PLLC, focusing on cross-border issues that impact aerospace and defense contractors, including foreign military sales, direct commercial sales, export controls, CFIUS, and related matters. In addition to his legal work, he is managing director and founder of Mercure Global, a consultancy specializing in international strategic project development.

In light of his professional achievements, Mr. Gilman was recognized for his dedication to the U.S. military with a Legion of Merit and a Bronze Star. While his career has been filled with highlights, he takes the most pride in playing a pivotal role in the initiative to help Iraq transition from a planned to a market economy. Though hard work and dedication have brought him far in his career, he credits his success to Charles Allen, his superior at the Pentagon, and Rod Rodriguez, a mentor at his law firm.
