ST. AUGUSTINE, FL, March 21, 2025 /24-7PressRelease/ -- Scott Harmon has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

With over 30 years of experience occupying various leadership roles, Mr. Harmon has established himself as an expert in his industry. Currently, he serves as the audit director for the U.S. Department of Veterans Affairs Office of Inspector General. In this role, he is responsible for overseeing a staff of 18, including four managers, as well as managing four ongoing audits concurrently, ensuring that all aspects are handled effectively. Mr. Harmon also oversees the administrative aspects of these audits, which include managing time sheets and meeting specific goals. Finally, Mr. Harmon routinely interacts with his superiors, including the deputy assistant inspector general.

Prior to his current appointment, Mr. Harmon was the deputy assistant inspector general for audits and inspections for the Special Inspector General for Afghanistan Reconstruction (SIGAR) from 2015 to 2022. During this time, he oversaw the transition of security responsibilities from NATO to the Afghan military and police. Prior to this handover, NATO managed security in Kabul, including air traffic control, creating a safe environment where anyone could walk freely in the city. However, as the security situation deteriorated between 2015 and 2018, increasing control was given to Afghan forces.

At the embassy, Mr. Harmon led a staff of 25 team members. Initially, they were able to conduct fieldwork independently, but as security risks escalated, their movements became increasingly restricted, and they had to rely heavily on the resources provided by the U.S. Embassy. Eventually, these restrictions limited their ability to leave the embassy altogether. This situation persisted for a year, prompting Mr. Harmon to seek alternative solutions. He connected with an advocacy group called Integrity Watch Afghanistan (IWA), offered them training on auditing, and began facilitating fieldwork for his team. This partnership ultimately saved their entire program in Afghanistan, and Mr. Harmon cites his involvement with this endeavor as his most notable career accomplishment. Additionally, as the point person for budgets and contracts, Mr. Harmon represented the agency and successfully managed a significant annual budget of approximately $7 million, a considerable achievement in which he takes great pride.

Before his tenure in Afghanistan, Mr. Harmon served as audit manager for the U.S. Securities and Exchange Commission from 2014 to 2015. From 2012 to 2014, he was the senior inspections manager for SIGAR, and from 2010 to 2012, he served in a similar role as the senior audit manager for the Special Inspector General for Iraq Reconstruction. He worked as a supervisory auditor for the Special Inspector General for the Troubled Asset Relief Program (SIGTARP), an office within the U.S. Department of the Treasury, from 2009 to 2010. Mr. Harmon began his career in government in 2008 as the senior auditor for the U.S. Department of Transportation, where he remained until 2009.

Mr. Harmon gained valuable experience in the banking industry. He spent over a decade working for Citi, formerly CitiGroup Inc., and held several titles there, including manager of business risk review from 2006 to 2008, operations auditor from 2005 to 2006, audit and risk review auditor from 2004 to 2005, credit analyst from 2001 to 2004, corporate auditor from 1996 to 2001 and branch manager from 1992 to 1996. Mr. Harmon entered the field in 1989 as a branch manager for ITT Inc., formerly ITT Financial Services Company Inc., and remained with the company until 1992.

Mr. Harmon holds a Bachelor of Arts in management from the University of Maryland. He received certifications as an internal auditor and government auditing professional from the Institute of Internal Auditors (IIA) and as a fraud examiner from the Association of Certified Fraud Examiners. Mr. Harmon maintains membership with the IIA, the Association of Government Accountants and the Association of Certified Fraud Examiners.

Over the course of his career, Mr. Harmon has become a seasoned inspector with extensive experience in government administration. He possesses exceptional management, risk management, enterprise risk management, fraud investigation and auditing skills.
