Mr. Hill is the owner and chief executive officer of Starkey Management Consulting, a distinguished company he launched in 2024, following his 35-year career in federal service. Focusing his work on communications and leadership development, he provides clients with executive and senior-level management training, specializing in information technology (IT) implementation within the federal government. In this capacity, he meets with clients to discuss their needs and consults on various projects to help them achieve their goals. Mr. Hill's expertise in IT application development and delivery, data privacy, and security has been instrumental in his success as a consultant.

Before founding his consulting firm, Mr. Hill had a distinguished career in the IRS between 2007 and 2023. He rose from the role of Java programmer to associate chief information officer during his tenure. He held the titles of deputy associate, acting associate and associate chief information officer for User and Network Services. Notably, Mr. Hill headed the IT department responsible for the agency's nationwide network across all duty stations. He was responsible for the IT helpdesk and equipment for the entire agency, supporting upwards of 100,000 employees. During his career at the IRS, he also oversaw key projects, such as the IRS2Go mobile app and the "Where's My Refund?" application, which are crucial tools for millions of taxpayers.

Prior to joining the IRS, Mr. Hill served at the Federal Emergency Management Agency (FEMA) as the training director of the Texas call center from 2002 to 2007. In this role, he developed a training curriculum emphasizing a service-oriented approach among employees.

Apart from his civilian success, Mr. Hill's professional journey includes ten years of service in the U.S. Air Force, where he worked as a C-130 aircraft mechanic and later became a C-130 crew chief instructor at Sheppard Air Force Base. His innovative approach to training through interactive Visual Basic applications earned him recognition with a Presidential Citation for excellence.

Mr. Hill holds a Bachelor of Science in occupational education from Wayland Baptist University since 2000. He also earned a master instructor certificate from the U.S. Air Force. His educational background has been pivotal in his career achievements, providing him with a strong foundation in education and technical skills.

In addition to his professional accomplishments, Mr. Hill is actively involved in civic organizations as a pro bono board consultant for AdvisoryCloud. He is also an author, having published "Providence" in 2015. Mr. Hill aims to complete two more books and is considering using his skills to teach high school English or history to inspire future leaders.
