A distinguished professional in the fields of juvenile justice and rehabilitation, Ms. Porter has dedicated her career to caring for and managing juveniles who have not yet been adjudicated in court. As the deputy executive director for resident daily life at the Cook County Juvenile Temporary Detention Center, the largest juvenile detention facility in the nation, she works to ensure the safety and security of young people during their time in detention, facilitate access to programs and services that support rehabilitation, and oversee the management of living units. With more than 25 years of expertise in her field, she is fully committed to delivering excellent educational, mental health, and physical care for juveniles in custody.
Prior to her current role, Ms. Porter spent two years and three months as the chief of the women's division at the Illinois Department of Corrections, where she made significant strides by implementing an evidence-based, gender-responsive assessment tool throughout the division. This tool was crucial in recognizing that the needs of women in the criminal justice system differ significantly from those of men. Her efforts included the evidenced based gender responsive tool that was acquired during her tenure to use for assessments upon intake, follow-ups after a certain period in custody, and pre-assessments before parole.
From 1998 to 2020, Ms. Porter held multiple roles at the Cook County Sheriff's Office. As a deputy sergeant and manager of the community relations unit for juvenile justice and advocacy, she played a pivotal role in fostering community engagement and support for juveniles. Additionally, she served as a special assistant to the first deputy chief of police and as a deputy sheriff liaison to the Cook County judiciary from 2009 to 2012. During this time, she also worked as a group facilitator for gender-based violence reduction counseling at Deer Rehabilitation Services.
Ms. Porter's academic background includes a Master of Arts in forensic psychology from The Chicago School in 2009 and a Bachelor of Arts from Governors State University in 2007. She holds several certifications, including diversity, equity, and inclusion in the workplace from the University of South Florida, and licensed clinical professional counselor from the Illinois Department of Financial and Professional Regulation. She was recently appointed as a member of the Illinois Juvenile Justice Commission.
Ms. Porter's personal experiences have profoundly influenced her career trajectory. Born in Chicago to a teenage mother whose own mother was instrumental in helping the teen raise Tangenise, she understands firsthand the challenges faced by children born into similar circumstances. These experiences have fueled her desire to be a voice for children and women who feel unseen and unheard.
Looking ahead, Ms. Porter envisions creating systemic changes for juveniles by developing a system that provides mental health services for at-risk youth without resorting to incarceration. Her passion lies in supporting women and children through early intervention, identifying risk factors early on to offer youths a path away from delinquent behavior.
