Mr. Burley has proudly committed over two decades to service in the United States Coast Guard, where he currently excels at the rank of acting deputy office chief. In this capacity, he holds broad oversight of intelligence policy across various platforms, including signal intelligence, human intelligence, geospatial intelligence and intelligence-adjacent policies.

Mr. Burley's distinguished military career is defined by a series of significant roles that have shaped his presence in the field. Before progressing to his current position, he served as a division chief with the U.S. Coast Guard beginning in 2023, and from 2021 to 2023, he was a Coast Guard attaché at the U.S. Embassy in Tokyo. During this time, he was a critical member of the defense attaché's office, advising the ambassador on military and Coast Guard matters while liaising with Japanese maritime forces. Mr. Burley counts this critical assignment as one of his most notable experiences due to his involvement in high-level negotiations and international diplomacy.

Before accepting his attaché role, Mr. Burley thrived as a program manager for the U.S. Coast Guard attaché program from 2014 to 2019. He also held the position of deputy assistant director for administration and resources within the Coast Guard Counterintelligence Service, where Mr. Burley's key responsibilities included budget training and administration, as well as serving as a liaison with the Defense Intelligence Agency to staff and assign Coast Guard attachés worldwide.

Mr. Burley's earlier career includes commanding officer positions on the USCGC Jefferson Island from 2012 to 2014 and the USCGC Monomoy from 2011 to 2012; notably, his first command on the Monomoy in Bahrain's Persian Gulf remains a proud milestone in his career. Mr. Burley's Coast Guard tenure also included successful work as a supervisor from 2008 to 2011 and as an executive officer from 2005 to 2007.

Exceptional academic accomplishments forged a solid foundation for Mr. Burley's advancement. He earned his bachelor's degree in naval architecture and marine engineering from the US Coast Guard Academy in 2003 before pursuing graduate studies. Mr. Burley now holds two master's degrees: one focused on strategic intelligence, completed at the National Defense Intelligence College in 2008, and a Master of Arts in military history from Norwich University, also completed in 2008.

Mr. Burley is recognized for his commitment to honesty and transparency. As he looks toward transitioning from military service to civilian employment in mid-2025, Mr. Burley aims to continue pursuing personal interests while leveraging his extensive experience and network for future service and consultancy endeavors.
