Mr. Kaplan, a distinguished legal and business professional, has built an impressive career over five decades. As the founder and principal of Kaplan Advisors since 2021, he represents as counsel and consults with long-term clients and referrals from many professionals and businesspeople with whom he has long-term, working relationships. As an investor, he continuously seeks new investment opportunities while remaining active in privately held companies in his portfolio.

Leveraging an extensive career history, Mr. Kaplan was a managing partner of, and retired as senior counsel for, Kaplan Voekler Cunningham and Frank PLC from 2006 to 2020. Among other noteworthy roles, in the late 1980s, Mr. Kaplan joined his largest tax-exempt financing client to found and manage Carter Kaplan & Co., a lower-end corporate and Mid-Atlantic tax-exempt investment and merchant bank, which subsequently was sold institutionally. Mr. Kaplan was also a co-founder, officer, and director of North American Propane, a holding company that acquired and operated retail propane and fuel oil operations in seven Mid-Atlantic and New England markets from 2003 until it was sold in 2012. Also, in 2012, he co-founded and continues to be an investor in HC Government Realty Trust Inc., a privately held and recapitalized REIT. He also was a co-founder and general counsel of Columbia Naples Capital, a lower-end, middle market, "buy and build" acquisition company between 1995 and 2003, where he played a pivotal role in acquiring, overseeing, and exiting lower-end middle market portfolio companies.

Mr. Kaplan's legal career began in Richmond, Virginia, with Hirschler Fleischer Weinberg Cox & Allen (now Hirschler), where he honed his skills as a mergers and acquisitions, securities and bond lawyer.

Mr. Kaplan's educational background laid a strong foundation for his career achievements. He earned a Bachelor of Arts in history from The College of William & Mary in 1969 and a JD in 1972 from the William & Mary Law School where he was Articles Editor of the William and Mary Law Review. As the first person in his family to earn a college degree, Mr. Kaplan attributes much of his success to his father's support through college and law school.

Throughout his career, Mr. Kaplan has been an active member of several industry-related organizations, including the Virginia State Bar, the Virginia Bar Association, and the Richmond Bar Association. In addition to his professional endeavors, he is actively involved in his Roman Catholic parish and was appointed to the Strategic Planning initiative for the Diocese of Richmond's Catholic Community Foundation. He is a past vice president of the partnerships and programs committee at the John Marshall Center for Constitutional History and Civics, now the John Marshall Center at the Virginia Museum of History and Culture, the board of directors of Commonwealth Catholic Charities and the William & Mary Law School Association.

Throughout his career, Mr. Kaplan's notable achievements include completing a $100 million institutional sale of a privately held company in 1990 and leading acquisition groups that purchased companies with revenues ranging from $5 million to $20 million. One of his significant accomplishments was the acquisition of Umpqua Feather Merchants, the largest manufacturer and distributor of fishing flies and terminal tackle globally, of which he continues to own an interest.
