Mr. Oxenham is a distinguished energy and utility law expert, currently serving as Associate Counsel for Federal and Regional Affairs with the New Jersey Board of Public Utilities (NJBPU) Office of General Counsel in Trenton, New Jersey. As the lead in-house attorney for the Office of Federal and Regional Policy, he advocates for New Jersey's interests before the Federal Energy Regulatory Commission and the Organization of PJM States. Additionally, he liaises between the NJBPU and PJM Interconnection, ensuring effective communication regarding issues of concern to New Jersey. Mr. Oxenham also works with the NJBPU's Division of Clean Energy as the lead attorney advisor to their energy storage and grid modernization programs, as these programs both affect and are affected by regional PJM matters.
Before being named to his current position, Mr. Oxenham was a legal specialist with the NJBPU from 2022 to 2024. He also garnered success as an attorney in Plainfield, New Hampshire, from 2020 to 2023. During this time, he achieved a standout accomplishment by participating in a case before the New Hampshire Supreme Court. Mr. Oxenham's career began as a legislative assistant for a New Hampshire state representative from 2015 to 2022, where he honed his skills in legislative processes and advocacy.
Mr. Oxenham's academic journey laid a strong foundation for his career achievements. His undergraduate studies culminated in a Bachelor of Arts in political science with a minor in environmental studies, magna cum laude, from Haverford College in 2015. Subsequently, he received a Juris Doctor, summa cum laude, and a Master of Energy Law and Regulation, with distinction, from Vermont Law and Graduate School in 2019. While pursuing his law degree, Mr. Oxenham served as a student clinician at the Environmental and Natural Resources Law Clinic and the Energy Clinic. He also gained practical experience as a summer law clerk with Earthjustice in Philadelphia.
Mr. Oxenham was inducted into the Phi Beta Kappa Society in 2015. His scholarly contributions include authoring "Charging Onwards: Removing Barriers to Energy Storage in Restructured New England States," published in the Vermont Law Review in 2019.
Following graduation, the Vermont Law and Graduate School honored Mr. Oxenham with the Learned Hand Award for Academic Excellence in 2019. He later received the Defender of Democracy Award from the New Hampshire Democratic Party in 2021.
