A distinguished professional in the field of data science and analytics, Mr. Garland has recently joined Project Kuiper as the Head of Data for Amazon Inc. in 2025. With a career spanning 15 years — including nearly a decade at Amazon — he has established himself as an expert in data science, analytics, software, and database engineering. His team will architect and engineer the cloud infrastructure enabling data-driven decision making for Kuiper as they aim to launch more than 3,000 satellites into orbit with the mission of closing the digital divide by providing fast, affordable broadband across the globe.

Before rotating to his current position, Mr. Garland was also the senior manager of data science and analytics for selling partner services at Amazon from 2021 to 2025. In this capacity, he played a pivotal role in enhancing the company's analytical and research capabilities. He led engineering, scientific, and analytic projects that supported the Black Business Accelerator, small business empowerment, support agent development, and selling partner communities roles. In this role, he led the science and engineering effort for extending the Small Business badge to 99% of eligible selling partners in the U.S., and over 80% of sellers worldwide, leading to these sellers realizing over $500 million in increased annual revenue. He also facilitated research and development focusing on the effectiveness of training initiatives for transitioning to artificial intelligence-based solutions.

Prior to joining selling partner services, Mr. Garland worked in Amazon Web Services from 2018 to 2021. He led people analytics at Amazon Web Services in 2021, where he set the vision for optimized workforce strategies through data-driven insights and led plans for location intelligence. From 2019 to 2021, he served as the manager of data science and engineering for business insights and optimization at Amazon Web Services, where he designed and launched a product to adjust the AWS supply chain, which aided in over $500 million in annual savings across hundreds of centers globally. He also held the decision science team lead position for infrastructure long-range planning from 2018 to 2019, further solidifying his expertise in strategic planning and developing long-term infrastructure strategies for global geopolitical events like Brexit.

Mr. Garland began his journey with Amazon in 2016 as a senior business intelligence engineer at Amazon Campus before he advanced to become the manager of business intelligence and data engineering for selling partner paid services from 2017 to 2018. His early career included roles such as senior data scientist at Biogen from 2015 to 2016 and senior analyst in statistical data analytics from 2013 to 2015. He was also a senior programmer at Dataphiles Programming from 2010 to 2013 and served as a graduate management admission test (GMAT) prep instructor at PrepSuccess LLC from 2010 to 2012.

Academically, Mr. Garland earned a Master of Science in computer information systems from Boston University in 2014 and a Bachelor of Science in statistics from North Carolina State University in 2009, where he met his wife. His education has been instrumental in his success, providing him with the foundational knowledge necessary for his data science and analytics roles. To augment his knowledge and qualifications, he holds certifications as an AWS-certified cloud practitioner and an SAS-certified advanced programmer and base programmer.

Mr. Garland attributes much of his success to working with Amazon's strong leaders who emphasized the quick development of simple solutions for complex problems. This philosophy has guided him in creating easily understandable resolutions that garner support from colleagues and stakeholders alike, while data can be collected and the product can be scaled. Coupling this philosophy with an emphasis on force multiplication through people development, he has been able to extend his impact by hiring and developing other leaders and as an Employee Experience Ambassador.

In addition to his professional achievements, Mr. Garland has contributed to civic-minded organizations such as Mary's Place in Seattle and Care Deeply at Biogen. He is also an accomplished research author who has authored multiple scholarly works and presented a key study at the European Committee for Treatment and Research in Multiple Sclerosis in 2016.

Outside of his career, Mr. Garland enjoys hiking and camping with his family, which includes his wife and two daughters. He is committed to uplifting those around him by empowering and developing others within the mentoring community.
