COLORADO SPRINGS, CO, April 03, 2025 /24-7PressRelease/ -- Jennifer M. Rand has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Currently serving as a risk management specialist for Academy District 20, which encompasses nearly 43 schools, Ms. Rand has established a distinguished career in risk management within the education sector. In this role, she serves the district by conducting day-to-day risk management operations, identifying ways to reduce risk for roughly 24,000 students and 4,500 staff. Her duties include mitigating risks, collecting claims data on the district database, handling vehicle accident claims, supporting health and safety inspections in schools, and working with insurance companies. Additionally, Ms. Rand assists in the Americans with Disabilities Act Interactive Process by conducting meetings, managing documentation and working with building administrators to assist with reasonable employee accommodations when they are identified.

Recently, Ms. Rand collaborated with the local health department, fire department, district IT department, school department heads for art, science, and operations, and building administrators to create an electronic database for documentation. This electronic database is designed to support staff at each school who are required to document safety data sheets and provide additional documentation for chemical management. The database has organized and streamlined the inspection process, reducing the inspection time for one of the schools piloting the program from four to two hours. It has also facilitated communication between school departments and administrators, allowing district-level staff to have some oversight on required documentation for any chemical housed in the school without having to be physically present. The database was launched as a pilot program in 2024, and because of its success, Ms. Rand is working with schools to implement it district-wide next school year, covering roughly 43 sites. Ms. Rand cites establishing and developing this program as a highlight in her career.

Prior to accepting a position at Academy District 20, Ms. Rand was the risk manager and security coordinator at Fountain Valley School (FVS) from 2022 to 2024. There, she established an institutional safety committee and created safety training for staff using Google Classroom, allowing employees to complete safety training virtually. Ms. Rand developed all safety training materials with a trauma-informed and equity-centered approach. Additionally, she submitted and received a Cost Containment Certification for FVS from the Colorado Department of Labor. From 2021 to 2022, she honed her leadership skills as the human resources office and risk manager at Widefield School District 3. She began her career in risk management at The Classical Academy in Colorado Springs, where she worked as a risk manager and safety officer from 2019 to 2021.

Ms. Rand's experience extends beyond risk management; she was an emergency preparedness and response services (EPRS) planner for Region 1 at the Oklahoma State Department of Health (OSDH) from 2018 to 2019. Additionally, Ms. Rand held multiple roles with OSDH from 2016 to 2018, including local emergency response coordinator, Medical Reserve Corps unit coordinator, and safety officer for the local county health department office. Earlier in her career, she gained valuable experiences as a range master and firearms instructor at Bill's Outdoor Sports from 2014 to 2015 and as a sales professional at Jacksons of Enid from 2013 to 2014. Her foundational experience in law enforcement was built during her tenure as a correctional deputy II with the Riverside County Sheriff's Department from 2008 to 2013.

Ms. Rand's professional achievements stem from her equally strong academic foundation. She earned a Master of Arts in education focusing on leading in context from Fort Lewis College in 2024, graduating magna cum laude. She also holds a Bachelor of Applied Science in homeland security and emergency management from National University, which she completed in 2015. Ms Rand's additional credentials include a Colorado teacher's license for career technical education (CTE) in law enforcement. Ms. Rand has also completed the Federal Emergency Management Agency's (FEMA) Professional Development Series training along with numerous other FEMA courses including public information officer (PIO) training and the Homeland Security Exercise and Evaluation Program (HSEEP).

Ms. Rand's dedication to public service is further evidenced by her membership in the National Society of Leadership and Success and the nonprofit organization Phi Sigma Pi. Her outstanding work in the field has been recognized with two commendation awards for her work responding to a disease outbreak in 2016, underscoring her ongoing commitment to excellence and innovation in her field.

Outside of her professional life, Ms. Rand is deeply connected to her roots as a Cherokee Nation citizen and values the supportive influence of her mother and extended family, who encouraged her to persevere despite facing challenges such as dyslexia. As a result of her family's positive influence and her own commitment to achieving her goals, Ms. Rand finished her final semester in high school with a 4.0 GPA. This is especially impressive given the fact that in addition to excelling in her required courses, Ms. Rand also completed career technical education programs in both a law enforcement and an animal science program, where she was certified as a veterinarian assistant. After becoming certified as a veterinary assistant, she worked in the field for a year before starting college.

After graduating high school, Ms. Rand chose to major in the administration of justice at Riverside City College in California. Most of her family members serve in the military, law enforcement, or public service sector, so Ms. Rand has always been passionate about these fields, especially law enforcement.

Looking toward the future, Ms. Rand hopes to become a teacher for career technical education programs. She aims to develop a program in law enforcement for 9-12 grade students, offering diverse pathways for students beyond traditional college routes. Her ultimate goal is to become a director for a career technical education program, continuing her legacy of impactful contributions to education and public service.
