OAK HILL, VA, April 04, 2025 /24-7PressRelease/ -- Judge Shereen M. Marcus, JD, has been included in Marquis Who's Who. Judge Marcus has established a distinguished reputation in the legal field. With a legal background spanning over two decades, to include litigating cases before state and federal jurisdictions, she most recently was appointed a Veterans Law Judge on the Board of Veterans Appeals within the U.S. Department of Veterans Affairs in 2020. In this role, she is responsible for presiding over evidentiary hearings and adjudicating appeals of entitlement to disability and survivor benefits for veterans and their dependents. She is tasked with rendering appellate decisions that are clear, well-reasoned, and written in veteran-centric language that cites to applicable law and applies the law to the facts. Further, it requires reviewing, editing, and signing drafted decisions by her staff attorneys with collaboration and after meticulously reviewing thousands of pages of evidentiary records, to include medical records, opinions, military records, and of course, the parties' contentions and theories.
The issues involve complex and sensitive matters, such as military sexual trauma (MST), posttraumatic stress disorder (PTSD), or overseas toxic exposures (to name a few), with precedential law changing frequently and significantly. As such, Judge Marcus will often sit on lecture panels and judicial conferences to offer insight in approaching these key changes in the law as well as her valuable thoughts on collaborating with key stakeholders as the law pivots and grows. Judge Marcus has lent her expertise to many Veterans Law centric programs including leading Board-internal training lectures as well as sitting at external-Judicial panels, such as the Court of Appeals for Veterans Claims (CAVC) Judicial Conference this past September 2024.
Prior to her appointment, Judge Marcus served as a senior appellate attorney in the Office of General Counsel, Court of Appeals Litigation Group (or "CALG") at the U.S. Department of Veterans Affairs from 2015 to 2020. During this time, she advanced skills in appellate litigation advocating for the agency in several oral arguments before CAVC and worked with other parts of the agency to ensure a consistent litigation policy and quality work product across the agency. This work experience allowed her to gain experience within the agency from all different perspectives. Indeed, prior to this time, she began her time at the agency writing for a Veterans Law Judge at the Board of Veterans Appeals as a line attorney herself.
Prior to her career at VA, Judge Marcus' legal career began in private practice. She interned at Holland and Knight LLP as a law student in Chicago, but due to a change of plans, and a permanent move to Washington, D.C., she onboarded with the law firm Martin and Associates PLLC from 2003 to 2005 upon graduating law school, where she gained valuable experience in civil litigation in commercial and government contracts.
Her initial private practice experience is where she credits developing foundational skills that would subsequently shape her professional path. She also relies on exceptional academic training including a Bachelor of Arts in economics and mathematics from the University of Wisconsin-Madison, which she completed in 1999. Notably, Ms. Marcus earned a Juris Doctor from The George Washington University Law School in 2003. Although she is grateful for the amazing professors and overall education she received at these schools, it is her father whom she credits for her strong work ethic.
Her dad, a medical doctor and professor, made the conscious choice to leave his accomplished career in Egypt in 1969 with only $21 in his pocket, started all over in America, to include restarting his entire medical residency at Duke University with the hope of giving his children a better life. It is that gumption Judge Marcus credits for her ongoing persistence.
In addition to her professional pursuits, Judge Marcus remains involved in several distinct organizations, including the Virginia Bar Association, the District of Columbia Bar, the Illinois State Bar Association and the Court of Appeals for Veterans Claims Bar Association.
She also is active in her Church community, which inspired her to launch a website-based shop, Bridges to Orthodoxy (BtO). Through BtO, Judge Marcus writes / develops Orthodox Christian curricula for Orthodox teens in her spare time, in an engaging and fun format that makes the Orthodox faith accessible and relatable for the modern-day teen. Judge Marcus is also proud to have published "An Immigrant Church No Longer: Reshaping Youth Ministry for Coptic Churches in North America," which was disseminated by Agora University Press in 2020.
Outside of her career, Judge Marcus enjoys spending quality time with her husband and two sons. She is passionate about ensuring that ethnic churches in America are recognized for their importance within the Orthodox Church and aims to guide them into a new generation as welcoming spaces for all. As she plans toward retirement, Judge Marcus aims to continue writing, continue developing her Bridges to Orthodoxy website platform, and return to teaching at a law school, where she can continue mentoring and witnessing the growth of others as they cultivate their talents.
