Mr. Fennell has dedicated over four decades to the legal profession, with most of those years at Steptoe LLP in Washington, D.C., where he currently serves as an attorney at law. His tenure at Steptoe has been marked by significant leadership roles, including being head of litigation from 2005 to 2014 and chairing various committees, such as compensation, professional advancement, pro bono and nominating. Mr. Fennell's expertise in civil trial law is widely recognized, having become sought after for his expertise in leading complex, high-stakes civil litigation matters.

Beginning his legal career in 1978, Mr. Fennell clerked for the Honorable Edward S. Northrop for the U.S. District Court for the District of Maryland until 1979. This foundational experience paved the way for his long-standing association with Steptoe LLP. Over the years, Mr. Fennell has witnessed a shift in the legal industry from being primarily a profession to a blend of profession and business, a transition he has navigated with skill and adaptability. Among his most notable achievements was a recent case involving representing Gulf War I prisoners of war in a landmark lawsuit against the Republic of Iraq for torture, resulting in a $959 million judgment and a nine-figure settlement through a U.S.-Iraq executive agreement.

Mr. Fennell's academic background includes a bachelor's degree in English language and literature, magna cum laude, from the University of Maryland in 1974 and a Doctor of Jurisprudence, magna cum laude, from Georgetown University Law Center in 1978. While pursuing his law degree, he also contributed to the Georgetown Law Journal. Mr. Fennell's legal acumen was further supported following his being admitted to practice by the D.C., Delaware, Maryland, New York and Pennsylvania Bar Associations, the U.S. Court of Federal Claims, the U.S. District Court for the District of Columbia, the U.S. District Court for the District of Maryland, the U.S. Court of Appeals for the 3rd, 4th, Federal Circuit and District of Columbia, and the Supreme Court of the United States.

Beyond his primary career endeavors, Mr. Fennell is an active member of the American Arbitration Association's consumer and commercial panel. His commitment to civic engagement is evident through his pro bono work with organizations such as the Washington Lawyers' Committee for Civil Rights Under Law and the American Civil Liberties Union. He has also contributed to educational initiatives like the Center of Hope in Haiti and the Washington School for Girls in Anacostia.

Mr. Fennell's dedication to the legal profession has been recognized with an AV Preeminent Rating from Martindale-Hubbell since 1998 and an award from the Washington Lawyers' Committee for Civil Rights Under Law.
