Charles (Charlie) Boyer has been a strong advocate for wise use and management of natural resources his entire life.

EAGLE POINT, OR, April 10, 2025 /24-7PressRelease/ -- Charles "Charlie" Lawrence Boyer has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Charles (Charlie) Boyer has been a strong advocate for wise use and management of natural resources his entire life. Charlie graduated from the University of Idaho in 1972 with a Bachelor of Science of Forestry with a Range Management Option. Upon graduation he began working with the U.S. Department of Agriculture Agricultural Research Service conducting vegetative analysis and precipitation data on a 153,000-acre experimental watershed.

Charlie began his career with the U.S. Department of Interior Bureau of Land Management (BLM) in 1973. During his tenure with the BLM he worked in range management, watershed analysis, realty (lands), timber, wild horse and burro, environmental analysis and protection, and land use planning programs. He also served as a Resource Area Manager where he and his staff were responsible for the management of the resources on 4.1 million acres of public lands.

His next assignment with the BLM was in The Denver Service Center located in Lakewood Colorado. There he was the coordinator for the BLM's Wild Horse and Burro Program and the Contracting Officer's Representative for three large wild horse holding and feeding facilities. It was during his tenure in this position, while trying to find ways to make wild horses more adoptable, that Charlie proposed using prison inmates to tame and, whenever possible, train wild horses. The first Wild Horse and Inmate Program (W.H.I.P.) was established in 1987 at the Colorado State Penitentiary at Canon City, Colorado. A second facility at Los Lunas, New Mexico started up the next year. The BLM made a video of the Los Lunas Facility being built by inmates and then the arrival and gentling of the first load of horses. In 2020 there were six states that were part of the W.H.I.P. program. Since its inception, several thousand horses and several hundred inmates have had their lives impacted by being involved in this program. The horses become used to being around people and are more readily adoptable. The inmates learn to work with animals and each other giving them a better chance of being able to deal with the demands of society upon their release from prison. There have been two full length movies made about the BLM W.H.I.P. program. The film "Wild Horse Redemption" was filmed at the Canon City, Colorado facility. The film "Mustang" was filmed at the Carson City, Nevada facility.

Charlie's last stop with the BLM was at Medford, Oregon where he focused on the district's environmental program and the Northwest Forest Plan covering Oregon and Washington. All in all, Charlie worked for the Bureau of Land Management for 25 years and in five different western states.

Upon moving to Oregon, Charlie and his wife, Pam, purchased the property that was to become "Long Mountain Land and Livestock." For over 30 years they have used the principles of holistic management on their farm to protect the soils, conserve and wisely use irrigation water, and protect and enhance wildlife habitat while continuing to be economically viable. Using managed, intensive grazing methods for both sheep and horses, they assured that the pastures always had a vegetative cover to protect the soils from erosion and conserve soil moisture for plant growth. These management practices resulted in "Long Mountain Land and Livestock " being selected as the first recipient of the Watershed Friendly Stewardship Award for Jackson County, Oregon in 2006.

This management philosophy opened many doors for Charlie to become involved in soil and water conservation in the State of Oregon after his retirement from BLM. In 1998 he was appointed to the board of directors for the Jackson County Soil and Water Conservation District. He served as a director until 2012. During the same period, he served on the Oregon State Soil and Water Commission working with the Oregon State Department of Agriculture advising the Governor of Oregon on soil and water conservation issues across the state. Charlie was also heavily involved in the Oregon Association of Conservation Districts, where he served as president for three years.

In 2006, Charlie and the manager of the Jackson Soil and Water Conservation District created a nine-week training course to teach farmers and livestock producers the principles and benefits of panned farm and ranch management. Over 300 students from southwestern Oregon and northern California attended the class that was taught each spring for 12 years.

Over the 30 plus years Charlie has been managing "Long Mountain Land and Livestock" there have been many tours of the farm to observe the management practices used and the results of implementing conservation-based management both environmentally and economically.
