SHREWSBURY, PA, April 10, 2025 /24-7PressRelease/ -- Thomas Richard Howie, EdD, has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
A retired educator, Dr. Howie has made substantial contributions to the fields of education and brain development during his 40-year career in both public school and university positions. He began his journey as a public school teacher in Prince George's County, Maryland, continuing as an elementary school principal and supervisor of instruction. He then moved to Calvert County Public Schools, where he served as supervisor of student and program evaluation and curriculum, creating a K-12 scope and sequence document that helped shape the educational landscape of the district. He also served as principal at two elementary schools.
From 1986 to 1991, Dr. Howie collaborated with Dr. Patrick Suppes and Dr. Mario Zanotti of Stanford University in implementing a CAP program focusing on reading, mathematics and language arts in grades 3 through 8 in the school system. His responsibilities also allowed him to engage in research collaborations centered on mapping the human brain, contributing to a 15-year study through ASCD and providing data to Dr. Roger Sperry of the California Institute of Technology, who received a Nobel Prize in 1981 in medicine.
Dr. Howie's journey toward becoming an educator began at Frostburg State College in Maryland, where he received a degree in secondary education in 1963. During this time, he realized there was more opportunity to engage reluctant and disadvantaged learners at the elementary level. He pursued certifications in elementary education and human growth and development, earning a Master of Education from the University of Maryland in 1967. While there, he participated in an NDEA grant program at Prince William National Forest, where he became a key contributor to a study on inner-city youth from Washington, D.C., who were exposed to new concepts in an outdoor setting.
Upon entering a doctoral program at The George Washington University in 1968, Dr. Howie successfully earned a Doctor of Education in human development and curriculum in 1972. His dissertation explored cognitive development and communication strategies, emphasizing advanced organization as a crucial element in effective teaching. In addition to his family's unwavering encouragement, his educational journey was influenced by mentors such as Dr. Martha Rashid, who conducted vital presentations on cognitive models.
In subsequent years, Dr. Howie expanded his field of contributions to include positions as a part-time associate professor and lecturer at George Washington University and in the OLLI program at Penn State York. In the OLLI program, he conducted seminars focusing on how adults can better utilize and expand brain functions as they age. This has continued with occasional online updates through the Brainy Bees alumni group.
Beyond his professional accomplishments, Dr. Howie has been actively involved in civic organizations and charitable endeavors. He volunteered with the Boy Scouts of America for a number of years, proudly serving as a troop leader and receiving the Presidential Award for Excellence and the Order of the Arrow for his leadership and service. His biography is included in Strathmore's Who's Who Worldwide 2021, Education/Brain Development. His commitment to mentoring has also left a lasting impact on many individuals.
In his personal life, Dr. Howie is a devoted family man. He and his wife, Carol Layton Howie, have three sons who have pursued successful careers in teaching, digital signal analysis and medicine, 11 grandchildren and seven great-grandchildren. He continues to explore new areas of interest, particularly in brain circuitry. His enduring passion for education and research remains evident as he seeks to further contribute to advancements in brain development and behavioral science.
