Religion was the first to discover the essentiality of wisdom and it is religion that is describing wisdom in a coded way throughout the Bible. Philosophy discovered wisdom's importance but is still fuzzy about wisdom. So lets explore if religion gives us any clues how to measure wisdom.
It is very clear from the Bible that wisdom is good and ignorance (opposite of wisdom) is evil. From the very start the Bible is saying that man was created pure/good/wise. Man listened to Satan and became evil/impure/unwise/ignorant. The chief characteristic of man was that man was good, living in the now with no sense of self-identity or self-importance. As soon as man ate the forbidden fruit he became evil, self-conscious, self-centered, greedy etc. So it is clear that wisdom can be measured by the amount of good and or evil there is in any one being tested for wisdom. All the character traits of good are powered by selflessness and all the evil character traits are powered by selfishness. Thus wisdom can be measured by the amount of selflessness and/or selfishness there is in the individual or even group.
Broadly speaking there are four levels of wisdom and/or ignorance measured by the four levels of the self image as follows:
1) (-2) Most evil and farthest from wisdom is the totally self centered person, who is most selfish.
He has a self image of being the center of the universe where he alone is above the law. He is not afraid of the law, he will fight the law. Gangsters, thugs and dictators are in this category. He has an evil self image.
2) (-1) Partly evil, he is afraid of the law but is corrupt and an opportunist. He is selfish to the extent that he will steal if he thinks he can get away with it without being caught. Corrupt people, even whole nations are in this category. He has a corrupt self image.
3) (+1) He respects the law and he will work, work, work to be # 1 honestly and within the law. He considers himself to be the best. He is selfish to the extent that he wants to have the best and the most. He is partly wise. The majority of Americans are in this category. He has a trophy self image.
4) (+2) He is selfless and thus he is wise/pure/good. About 20% of America is here. He is the pure self.
It is the self image that determines the wisdom/emotional-intelligence level of the person. It is the self image that determines the good and evil level of the person. It is the self image that determines the emotional baggage in the brain of the person. Thus a soundly scientific method of measuring wisdom/emotional-intelligence is to measure the level/quality of the self-image/pure-self.
Again there are broadly four levels of emotional intelligence measured by the extent of emotional baggage in each brain.
1) (-2) Premature brain/mind. This is the most emotionally handicapped/challenged brain. This is the most self-centered brain that is the most emotionally challenged with the most destructive capacity to cause harm to society. The bottom line of this misdeveloped brain is selfishness. It has the most emotional baggage that causes the most emotionally challenged behavior. It has no sense of the law. It has an emotionally challenged self image that considers itself as the only one that counts.
2) (-1) Immature brain/mind. This is an opportunistic and corrupt brain that is aware of what is legal behavior but looks for opportunities to hide its tracks and get ahead by hook or by crook. It has emotional baggage that generates a selfish self image that hurts others but shows an innocent and selfless face. It has a corrupt self image.
3) (+1) Mature brain/mind. This level respects the law but does everything in its power to become the best and have the most. It is powered by the emotional baggage of feeling to be the best. It has a trophy self image.
4) (+2) Super mature mind. This level is the pure self with a selfless self image that considers one and all as one family. It has an emotional baggage free brain. It has a selfless self image; which amounts to being the pure self.
So emotional-intelligence/wisdom can be measured by the amount of emotional baggage each person has. By the capacity of each individual to harm himself and others. By the amount of selflessness and the amount of selfishness. By the self image. By the amount of good and evil one causes to others. By the amount of greed/love the person has.
Wisdom can also be measured by any and all the attributes of wisdom/ignorance. Lets explore measuring wisdom by the love generating capacity of the individual; Love can be of the following four levels:
1) (-2) Premature love is purely self-centered love powered by complete selfishness. This level love indicates ignorance.
2) (-1) Immature love is opportunistic love, powered by opportunistic selfishness. This level indicates little wisdom and more ignorance.
3) (+1) Mature love is a 'trophy self love, powered by feelings of being the best. This level tests as mostly wisdom.
4) (+2) Super mature love is wisdom powered by selflessness. This quality love measures as wisdom.
Both wisdom and emotional intelligence are handicapped by selfishness and empowered by selflessness.
