CHARLOTTE, NC, May 22, 2014 /24-7PressRelease/ -- Gov. Pat McCrory has appointed Patrick Roberts, a criminal defense attorney in North Carolina based out of Charlotte, the honor of serving on the Juvenile Justice Planning Committee.
Mission: To Help At-Risk Youth
The Juvenile Justice Planning Committee is the longest-standing committee of the Governor's Crime Commission. Its mission, according to North Carolina Department of Public Safety:
"[T]o provide resources for youth who are at-risk of becoming delinquent due to individual, school, family, peer or community factors. These resources will also provide services for youth who are delinquent, undisciplined, or involved in the juvenile court process from intake through aftercare."
Serving in an Advisory Role to the Governor
Part of Patrick Roberts's role will be to advise the governor under the federal Juvenile Justice and Delinquency Prevention Act of 1974, which largely involves ensuring that the Juvenile Justice Planning Committee is following through on its mission and maintaining compliance with federal law.
The Juvenile Justice and Delinquency Prevention Act
The Act requires four things of states:
1. That teens be "deinstitutionalized," i.e. teens accused of being runaways, truant from school, or out past curfew should not be locked up;
2. That juveniles, when they are detained, not be locked up with adults;
3. That juveniles who are locked up with adults be removed from those facilities or only placed there under limited circumstances; and
4. States must consider solutions to the disproportionate number of minorities in the juvenile justice system.
