NEW ORLEANS, LA, January 12, 2015 /24-7PressRelease/ -- Glynn F. Voisin, Administrative Law Judge SSA, has been recognized for showing dedication, leadership and excellence in his legal career.
Judge Voisin has 36 years of professional experience, with 10 years as an Administrative Law Judge. ALJs conduct formal hearings involving cases where all interested parties are given advance notice of the hearing. These parties are presented with an opportunity to submit facts, arguments, offers of settlement or proposals of adjustment, and an opportunity to be accompanied, represented, and advised by counsel or other qualified representatives.
ALJs rule on preliminary motions, conduct pre-hearing conferences, issue subpoenas, control hearings (which may include written and/or oral testimony and cross-examination), review briefs, and prepare and issue initial or recommended decisions, along with written findings of fact and conclusions of law therein. Oral or documentary evidence may be received, but irrelevant, immaterial, or unduly repetitious evidence is excluded. Decisions are issued upon consideration of the whole record, or those parts of it cited by a party and supported by and in accord with reliable, probative, and substantial evidence.
Judge Voisin has served as a Terrebonne Parish assistant district attorney, a Terrebonne Parish chief indigent defender, a Louisiana assistant attorney general and 12 years as a Louisiana Workers' Compensation Judge. He has also served as an adjunct instructor for Nicholls State University and Tulane University. In 2004, he retired as a Louisiana Workers' Compensation Judge.
Judge Voisin has served 28 years in the United States Marine Corps Reserve with four years of active duty and 24 years of reserve duty, including Vietnam and Desert Storm tours. In 1997, he retired from the Marine Corps Reserve as a Lieutenant Colonel.
In 2004, Judge Voisin was appointed an administrative law judge (ALJ). Since 2004, Judge Voisin has served as a Social Security Administration, Office of Disability Adjudication and Review, administrative law judge in various leadership roles. From November 2004 to April 2005, he served as Chief Administrative Law Judge in the Jackson, MS Hearing Office which was a pilot office for electronic Disability Program (eDib). From May 2005 to September 2013, Judge Voisin has served as Chief Administrative Law Judge for the New Orleans, LA Hearing Office. Under his leadership, the New Orleans Hearing Office received 2008, 2009 and 2010 Chief Administrative Law Judge Citations for excellent management skills and outstanding effort. He also served in expanded leadership roles, and from January 2006 to May 2006, he served as Acting Chief Administrative Law Judge for Metairie, LA Hearing Office; and from September 2007 to January 2008, he served as Acting Regional Chief Administrative Law Judge for the Philadelphia, PA Region, Region 3. For his service as Acting Regional Chief Administrative Law Judge, Judge Voisin received Office of Disability Adjudication and Review Certificate of Recognition.
Since 2006, Judge Voisin has served periodically with the Office of Personnel Management (OPM) in interviewing administrative law judge (ALJ) applicants, and with Social Security Administration (SSA) / Office of Disability Adjudication and Review (ODAR) in interviewing ALJ applicants and instructing and mentoring new ALJs and interns; as a presenter and panel member for national educational conferences for experienced federal ALJs; and as a guest speaker and panel member for outreach programs for local, state, regional, national and international disability-related organizations, bar associations, claimants' representatives' organizations, law students' organizations and others. Judge Voisin has also served as the Regional Lead New ALJ Mentor for the Dallas Region as well as one of the new ALJ mentors on the National ALJ Mentoring Cadre. He also serves as one of the electronic bench book subject matter experts on the National Electronic Bench Book (eBB) workgroup and serves as one of twenty-seven national eBB ALJ instructors / mentors on the National Electronic Bench Book (eBB) Team. Additionally, Judge Voisin has served on the National ODAR/Field Office Co-location Workgroup.
At the recent 8th Annual International Hypoparathyroidism Patient Conference held in Sacramento, California from June 5 - June 7, 2014, Judge Voisin spoke on Hypoparathyroidism and Social Security Disability from the Perspective of a Social Security Disability Judge. He discussed the social security disability programs, the application, adjudication and review processes, as well as the problems encountered by hypoparathyroidism patients applying for social security benefits and how they can avoid them, including a discussion on the recent rulings by the Social Security Administration.
Judge Voisin is a graduate of Nicholls State University in 1970 and of Tulane University School of Law in 1977. He successfully completed requirements at the National Judicial College for Administrative Law in Fair Hearings, Judicial Writing and Ethics in 1992 and 1996. Judge Voisin is also a graduate of Louisiana State University Public Management Program with a Certificate of Supervisory Techniques and as a Certified Public Manager in 1998.
Judge Voisin has served as an attorney in good standing with the Louisiana State Bar Association since his admission to practice law in 1978, and possesses licenses to practice before the United States Supreme Court, the United States Court of Appeals for the Fifth Circuit, the United States District Court of the Eastern District of Louisiana, the United States Court of Military Appeals as well as all Louisiana courts.
Judge Voisin was recently inducted into Worldwide Registry and also maintains affiliation with the American Bar Association (ABA) and its judicial division; the Federal Bar Association (FBA); the Federal Administrative Law Judges Conference (FALJC); the Association of Administrative Law Judges (AALJ); and the the Louisiana State Bar Association (LSBA). He has served as a member of the Louisiana State Bar Association House of Delegates and currently serves on its Community Partnership Panel. He has also served as the president of the Terrebonne Parish Bar Association (TPBA) and is a member of the Veterans of Foreign Wars (VFW).
In 2004, Judge Voisin received a concurrent legislative resolution from the Louisiana House and Senate as commendation for years of outstanding service as a Workers' Compensation Judge, and in 2007, he received a Bronze Service Award in recognition of his years of service to the United States Government. In 2010, Judge Voisin was selected as a Fellow of the Louisiana Bar Foundation (LBF) of the Louisiana State Bar Association (LSBA) for his dedication to the administration of justice. In 2013, Judge Voisin received Martindale-Hubbell's Commemoration and Recognition for his 35 Year Anniversary of his Admission to the Bar. In 2013 and 2014, he received Martindale-Hubbell's Peer Review Ratings of AV Preeminent 5.0 which is the highest possible rating in both legal ability and ethical standards reflecting the confidential opinions of members of the bar and the judiciary.
For his years of honorable service with the United States Marine Corps Reserve, Judge Voisin received two Presidential Certificates of Appreciation for Service in the Armed Forces of the United States and the Louisiana Veterans Honor Medal. He is also entitled to the following awards in order of precedence: Navy Achievement Medal, Meritorious Unit Commendation awarded to Fourth Marine Division for service during the period of August 1, 1990 to June 30, 1991, Selected Marine Corps Reserve Medal with four bronze stars, National Defense Service Medal with one bronze star, Vietnam Service Medal with one bronze star, Military Outstanding Volunteer Service Medal, Sea Service Deployment Ribbon with one bronze star, Armed Forces Reserve Medal with one Gold Hourglass and bronze 'M' for mobilization during 1990-1991, Republic of Vietnam Meritorious Unit Citation (Gallantry Cross Color with palm and frame), Republic of Vietnam Meritorious Unit Citation (Civil Action Color with palm and frame) and Republic of Vietnam Campaign Medal. Additionally, Judge Voisin was awarded the Cold War Medal and Cold War Certificate of Recognition.
In the coming years, Judge Voisin will expand his professional career to include teaching and writing.
