Kathryn Lydia Carlisle Honored for Excellence in Supply Chain Management

    CANBERRA, ACT, AUSTRALIA, January 14, 2015 /24-7PressRelease/ -- Kathryn Lydia Carlisle, Deputy Director of the Strategic Planning Border Protection Command of the Australian Defence Force has been recognised for showing dedication, leadership and excellence in supply chain and logistics management.

Ms. Carlisle has 30 years of professional experience, having recently become a Deputy Director of the Strategic Planning Border Protection Command division of the Australian Defence Force. Throughout her career, she has grown to become an expert in the areas of strategic planning, sustainment and acquisition management for capabilities. She is also an accomplished leader, with experience in financial and budgetary change management, national and international supply chain and logistic support arrangements.

Ms. Carlisle has extensive experience in capital acquisition and sustainment of aerospace platforms including associated mission and support systems. She has significant experience in contract development, tender evaluation, contract negotiations, resource management and budgetary controls at a program level. She also has extensive experience in national and international logistics support to meet operational requirements in response to disaster relief, humanitarian efforts and the United Nations peace keeping activities. This includes extensive experience in the coordination of all logistics planning requirements at the operational and strategic level.

Ms. Carlisle attributes her success to her drive, personal pride in what she does and delivering effective results, while developing the people around her to achieve their best in all things. She credits her success to the application of two mantras: "Plan, work the plan, deliver the plan" and "Think it, speak it, do it." She began her career as an apprentice electronics technician in the Royal Australian Navy in 1984 as one of the Navy's first female apprenticeships. Wing Commander Carlisle spent 10 years with the Royal Australian Navy and transferred to the Royal Australian Air Force in 1994, where she continues to serve as a logistics officer.

With an electronics systems background, in 1995-1997 Ms. Carlisle was a project manager for the implementation of an executive logistics management system. She then moved to a training command position and as a member of the directing staff and delivered leadership, air power and adventurous training instruction to new Air Force officers. In 2000, she went to RAAF Base Amberley and at 501 Wing, as the wing logistics officer supporting the market test and contracting of the F111 deep level maintenance programs.

In 2001, she returned to the Air Force and was the Squadron logistics officer at 1 Squadron providing the logistics support planning and coordination for all 1 Squadron national and international activities. In Dec 2002, she relocated to Canberra and had a year as a staff officer within the Defence Materiel Organisation (DMO) prior to successfully completing a master's degree in 2004.

In 2005-2006, she went to Maritime Patrol Systems Program Office as the Logistics Flight Commander and had a military deployment to the Middle East. In 2007-2008, she returned to the Air Force within the Combat Support Group's Head Quarters 395 Expeditionary Combat Support Wing in Townsville and then RAAF Base Amberley. In May, 2008 she was promoted to Wing Commander and undertook the role of Commanding Officer Combat Support Coordination Centre and was the Air Force senior logistics planner for numerous national and international operations and exercises. In 2010, she returned to the DMO as the Integrated Logistics Support Manager (ILSM) of AIR7000Ph2B for the Air Force acquisition of the P8. In 2011, while still in the DMO, she was awarded command of Maritime Patrol System Program Office's P3 Logistics Management Unit. In 2014, she commenced as ILSM of AIR5428-1, another capital acquisition project, for the replacement of the Army, Navy and Air Force pilot training system. In this role she was responsible for supporting tender evaluation for the project, as well as generated and gained delegate approval of the ILS documentation to support Government second pass consideration.

Her extensive experience in the field of logistics, program management and leadership, leads her to her new position within Border Protection Command in Canberra, commencing Jan 2015. The highlights of her career were graduating from HMAS Nirimba in Quakers Hill NSW Australia in 1986, receiving the Optus Industry Award for innovative thinking for a thesis on a feasibility study for an air-transportable, self-propelled howitzer in 2004, and being promoted to Wing Commander in May, 2008.

Ms. Carlisle received a Master of Management Studies in Defence Capability Development and Acquisition from UNSW. She maintains affiliation with Logistics Association Australia. In 2006, she was presented with a Young Turk award for being the best up-and-coming senior logistics officer in the Air Force. Some of her other distinctions and accolades include an Outstanding Achievement Award, presented by the Maritime Training Systems in 2005 and a Chief of Naval Staff Award for Excellence in 1986. In the upcoming year or two, Wing Commander Carlisle envisages promotion to Group Captain and becoming more involved in strategic planning within defence.
