MINNEAPOLIS, MN, October 05, 2015 /24-7PressRelease/ -- Two cases against suspected prostitutes were thrown out of court after a Hennepin County judge declared that the police went too far in their undercover operation by engaging in sexual conduct with the suspects.

Jeff Dean argued that the charges must be dismissed because the officer having sexual contact with the target was unnecessary to the investigation and in violation of due process.

"The officer already had the agreement and evidence needed to make the arrest," shares Jeff Dean. "However, he continued to gratuitously engage in this sexual contact with my client." Dean described the officer's behavior as "offensive" and "outrageous."

According to Dean, he knew the case was very likely to get dismissed because he took the same circumstances to an appeals court six years ago, and won. In that 2009 case, the Court of Appeals reversed a conviction after declaring that the officer initiating sexual contact with the suspected prostitute and allowing the situation to escalate was unnecessary and constituted outrageous government conduct.

"My hope is that the Police Department will finally stop engaging in the outrageous conduct of having sexual relations with the targets of their investigations," Dean said at the time of the ruling.

The Minneapolis police department has since stopped all undercover massage parlor prostitution sting operations.
