Previously, the only way for a U.S. citizen to travel to Cuba was with a license, which was both restrictive and expensive. Now, changes allow travelers to visit Cuba independently and without the special permissions previously required.

While the restrictions for travel to Cuba by U.S. travelers are lessened, the "people to people" educational trips still must meet certain requirements. Anyone making such a trip is required to document the trip in writing as to itinerary and keep records for five years. These changes in travel are part of the attempt to repeal the American embargo against Cuba. Travel is stilled banned by law, but the new rules finally allow American citizens to visit Cuba for much more "main stream" reasons. Up until 1959, the Cuban economy relied heavily on American tourism and in the decades since, the infrastructure has deteriorated dramatically. Lifting travel restrictions might be the first step in bringing prosperity back to the Cuban people and normalizing relations.
