During this period the National approach of "Over the limit, under arrest" and "Drive sober or get pulled over" has not worked with 67% of the DUI drivers in fatal crashes at twice the BAC limit, and arrests declining 35% per licensed driver during the same period.
On the NHTSA website, the premier table http://www-fars.nhtsa.dot.gov/Trends/TrendsAlcohol.aspx showing alcohol trend data clearly shows no improvement since 1999 and shows no reduction in the 30+% of fatalities alcohol related.
"NHTSA would have to be blind not to notice the lack of progress in reducing DUI fatalities at 30+% since 1999." says Al Crancer. "America is spending billions of dollars on protecting the USA from ISIS and more Americans were killed due to drunk driving last weekend than were killed by the ISIS shooter in Orlando several weeks ago. We propose a return to the disease prevention approach where intervention & quarantining (IQing)) of impaired drivers prevent them from driving as was popular in the late 1990s when the "Friends don't let friends drive drunk" approach was used. This approach is very unpopular with the beverage and restaurant industry since it is perceived to reduce sales of alcohol.
