Laborde Earles Injury Lawyers Awards 2022 Maritime Workers Scholarship

Winner Rowlie John Flores Plans to Study International Environmental Law at Tulane University

"From access to critical minerals on extended coastlines and protecting the freedom of navigation, there are many avenues where maritime law can be used as a tool for climate mitigation."

LAFAYETTE, LA, July 27, 2022 /24-7PressRelease/ -- Laborde Earles Injury Lawyers announces Rowlie John Flores as the winner of the 2022 Laborde Earles Maritime Workers Scholarship. The law firm awards the $2,500 scholarship to a deserving student who plans to pursue a maritime-related career.

Flores, a recent graduate of Georgetown University in Washington, D.C., will use the scholarship toward his tuition when he starts at Tulane University Law School in New Orleans this fall. He will pursue a Juris Doctor degree (J.D.) in international environmental law. Flores chose Tulane because of its diverse course offerings in maritime law.

Flores Combines Passion for Protecting the Environment with Maritime Law

Flores, who graduated from Georgetown with a Bachelor of Arts degree in government in May 2022, shares that his interest in maritime law is relatively new. He also minored in sociology and environmental studies. Despite his recent interest in the maritime industry, he says he's passionate about protecting the environment and sees how maritime law and international environmental law complement each other.

An undergraduate course about environmental security in the Arctic further interested him in addressing climate change policies and laws that govern the world's oceans.

One subject that got his attention specifically is the Law of the Sea Treaty (LOST). He thinks the United States should ratify amid the climate challenges that affect the Arctic. As he studies at Tulane, he plans to study the treaty from a legal perspective instead of a policy one.

Flores writes, "In my [scholarship] essay, I talked about how LOST serves as a bridge between international environmental and maritime laws, which I believe can be improved to be better aligned to the realities of the climate crisis," he says. "From access to critical minerals on extended coastlines and protecting the freedom of navigation, there are many avenues where maritime law can be used as a tool for climate mitigation."

Flores Aims to Serve as a Climate Litigator and U.S. Government Consultant

Strengthening the U.S.'s Arctic strategy amid a changing climate is among Flores's goals. He plans to contribute to the maritime industry as a climate litigator and consultant to the U.S. government, a career path he sees as possible because of his environmental policy professors at Georgetown.

He credits their time at the U.S. Department of State and the National Oceanic and Atmospheric Administration (NOAA) for helping him see where his knowledge and contributions can make a difference.

He also draws upon inspiration from his parents, who left their home country to build their lives in a new one despite the unknown. Flores says, "While I am also an immigrant, it is through the support of my family that got me where I am. In my career, I aspire to be as resilient and selfless like them."
